We understand the street project areas include Karth <br />Lake Drive from the west cul-de-sac to Pleasant Drive, <br />Pleasant Drive from Amble Drive to the north cul-de-sac, <br />Pleasant Circle from the west cul-de-sac to Lexington <br />Avenue (CSAH 51), Amble Drive from Karth Lake Drive to <br />Lexington Avenue, Amble Circle from Amble Drive to the <br />north cul-de-sac, Karth Lake Circle from Hamline Avenue <br />(CSAH 50) to the south cul-de-sac, and Cummings Park <br />Drive from the west cul-de-sac to Lexington Avenue. The <br />trail project area includes select trail segments on the <br />east side of Cummings Park, connecting to the Lexington <br />Avenue trail. <br />The major project elements are anticipated to include <br />roadway rehabilitation, select trail improvements, <br />select storm structure replacements, select watermain <br />replacements, select sanitary sewer rehabilitations, <br />sediment removal at lake outlet locations, and ancillary <br />improvements. The street project areas do not include <br />any parallel sidewalks or trails, except for a trail along <br />the south side of Cummings Park Drive. Based on city <br />field notes, we understand that ADA improvements will <br />only be implemented at two pedestrian ramp locations <br />on the west end of Cummings Park Drive. <br />The 2026 PMP Street and Utility Improvements project <br />is identified within the City of Arden Hills’ current Capital <br />Improvement Plan for construction in 2026. The project <br />area is generally bound by Hamline Avenue to the west, <br />Lexington Avenue to the east, County Road 96 W to <br />the north, and County Road F to the south. The project <br />area topography generally slopes towards Karth Lake. <br />The project area is primarily residential with a park area <br />separating the residential properties from the industrial <br />properties surrounding Cummings Park Drive. The <br />project areas were originally constructed as part of five <br />platted developments identified in the RFP as having <br />been completed primarily between 1977 and 1979 <br />except for the Boston Scientific campus, which was re- <br />platted in 2015. The project area includes approximately <br />132 properties adjacent to the street improvements. <br />During development, the public utilities were <br />constructed with polyvinyl chloride (PVC) sanitary <br />sewer, ductile iron pipe (DIP) watermain, DIP sanitary <br />forcemain, and reinforced concrete pipe (RCP) <br />storm sewer. Karth Lake also includes a more recent <br />installation of an outlet pump to manage the lake levels. <br />Grit chambers were also added to some storm sewer <br />outlet locations to capture sediment prior to getting <br />to the lake. City staff indicated all record drawings are <br />available for the project area. <br />Since the infrastructure’s initial construction, city <br />pavement management records indicate the most recent <br />structural pavement improvement projects include: <br />• Amble Drive – 1994 Reconstruction <br />• Amble Circle, Karth Lake Drive, Pleasant Drive <br />(between the north and south cul-de-sacs), and <br />Pleasant Circle – 2003 Mill & Overlay <br />• Cummings Park Drive and Pleasant Drive (from Amble <br />Drive to the south cul-de-sac) – 2003 Reconstruction <br />• Karth Lake Circle – 2007 Reclamation <br />We have reviewed in detail the full request for proposals (RFP), proposed project improvements maps, <br />storm sewer field inspection notes, watermain field inspection notes, and sanitary televising notes. <br />Additionally, we have conducted our own field site visits to better understand the project area and <br />identify potential unique project considerations. <br />PROJECT UNDERSTANDING <br />SUSTAINABLE <br />SOLUTION <br />ECONOMICALLY V I A B L E TECHNICALLY F <br />E <br />A <br />S <br />I <br />B <br />L <br />E <br /> <br /> <br /> <br />E <br />N <br />V <br />I <br />R <br />O <br />N <br />M <br />E <br />N <br />TALLY COMPATIBLE P U B L I C LY ACCEPTABLE <br />3 2026 PMP STREET AND UTILITY IMPROVEMENTS | CITY OF ARDEN HILLSProject Understanding <br />EXHIBIT A
