The Karth Lake Improvement District (KLID) consists <br />of Karth Lake’s lakefront property owners. The KLID <br />board developed the Karth Lake Management Action <br />Plan and through consultation with the Rice Creek <br />Watershed District (RCWD), have completed studies <br />which have collectively identified various improvements <br />in and around Karth Lake. Karth Lake does not have an <br />emergency overflow route and would lead to flooding <br />without management of the lake levels. A pump was <br />installed and is operated by the city to manage the lake <br />level within an approximately 2-foot bounce level. The <br />KLID modeled the pump operations and has made a <br />recommendation to revise operations to limit the lake <br />to a 6-inch bounce level. Options to implement this <br />improvement to the pumps will be evaluated during the <br />feasibility stage of the project and the selected option <br />will be incorporated during final design. <br />Additional improvements identified to Karth Lake include <br />a stormwater BMP retention pond to be constructed <br />at the southeast side of the lake to treat surface water <br />runoff from Cummings Park prior to entering the lake, <br />retaining wall replacement to alleviate erosion into the <br />lake surrounding the failing timber retaining wall near <br />the outlet pump, and installation of sump structures with <br />SAFL baffles to the last storm structure in the street prior <br />to outletting to the lake at the two locations currently <br />without pretreatment. Each of these three items are <br />expected to be eligible for RCWD grants and applications <br />will be developed to assist with potentially obtaining said <br />funds as part of the project process. <br />RCWD rules will require consideration on the <br />project, though based on the project being primarily <br />rehabilitated, we understand these rules will not have <br />a significant influence on the project design given the <br />proposed scope. Bolton & Menk’s project team will work <br />to identify what potential additional BMP measures will <br />be required based on their rules and how they apply to <br />the project. <br />In addition to reviewing the project documentation, <br />we have visited the site and considered the roadway <br />rehabilitation process, the existing curb and gutter, <br />pavement condition, and drainage improvements. Based <br />on review of the National Wetland Inventory (NWI) and <br />Public Waters Inventory (PWI), wetland delineations and <br />associated permitting will be necessary for the sediment <br />removal work and the other storm sewer improvement <br />work in/around Karth Lake. <br />Additionally, our site visit indicated a few specific <br />locations to be analyzed further during the project <br />development: <br />• Potential drainage issues, particularly in select <br />segments of existing curb and gutter <br />• Significant pavement deterioration in areas that may <br />require additional subsurface evaluations <br />• Potential realignment of the trail crossing on <br />Cummings Park Drive <br />We understand communication is critical in all aspects of <br />the project. We will follow the city’s public involvement <br />process and work closely with city staff throughout <br />all project phases to keep you informed and educated <br />on the design taking place. We will provide requested <br />updates to the city council and work with residents from <br />preliminary design through construction to help assist <br />with their questions and specific needs. <br />We also understand the city’s desire to minimize <br />consultant amendments, and as such, we invested <br />significant due diligence in preparation of this proposal <br />in hopes of flushing out potential changes before they <br />ever occur. It is never our goal to encumber additional <br />services on a project.
