This collective base map will be used as the basis and background for final design. The full field survey will include the following at select locations identified below: • Submit Gopher State One Call tickets for field markings and maps along full topographic areas identified below; field markings will be collected on the ground via topographic survey • Submit Gopher State One Call ticket for field markings of all curb stops to be marked by city public works staff; curb stop locations will be collected via topographic survey and a file of the data will be provided for the city’s implementation into their citywide GIS system; city public works staff will identify any curb stops in need of adjustment as part of the project • Establish project control based on Ramsey County coordinate system, NAD 83 (2011 Adj.) with elevations based on NAVD 88 • Use county GIS parcel linework for right-of-way and property lines; easements will be added in an approximate manner based on available plat information • Collect field locations of existing conditions and utilities • Complete structure inventories on existing structures, including rim and invert elevations The full field survey will be completed at the following locations: • BMP 1 – Phase 2 at the southeast side of Karth Lake, adjacent to Cummings Park • Curb stops for each property adjacent to the proposed street improvements • Storm sewer structure replacement areas, which includes capturing the structures upstream and downstream from the subject structure and ground shots over the identified storm corridor • Collect location and rim elevations via GPS of all structures, gate valves, etc. in the street pavement (from curb to curb) of the street project areas to ensure all structures are identified for adjustment as part of the project • Set control points near the five storm outlet locations to Karth Lake for use in completing the bathymetric surveys and for use in construction to verify designed elevations are met • The two pedestrian ramp ADA improvement areas, extending back approximately 100 feet for potential trail/walk realignments • All proposed trail rehabilitation areas • The proposed retaining wall replacement and its surrounding area for potential improvements • The existing lake pump outlet system • The watermain loop north of Karth Lake Drive, within existing easements, along the south side of CR 96 for potential relocation The aerial survey will include the following efforts in street rehabilitation areas and all other areas not identified in the full field survey areas: • County GIS parcel linework will be used for right-of- way and property lines • Easements will be added in an approximate manner based on available plat information • Submit Gopher State One Call tickets for maps; utilities will be drawn in the base map in an approximate manner based on provided mapping • Existing curb lines will be depicted based on the aerial photography and available record drawings Bolton & Menk will also complete a bathymetric assessment of the five delta locations in Karth Lake to quantify the sediment to be removed in an approximate 100-foot radius around each outlet apron. The following further describes the scope of work: • Using a kayak, we will measure the depth to the top of sediment, then push the blunt-ended grade rod to the hard bottom and measure again; these depths are recorded, along with a GPS waypoint, for digital surface modeling ◦We will compare the measured hard bottom to the original as-built and/or design information (if available) and present to the city ◦If these elevations differ significantly, then a verification check may be appropriate 9 2026 PMP STREET AND UTILITY IMPROVEMENTS | CITY OF ARDEN HILLSWorK Plan and Project aPProach EXHIBIT A
