Public Works Director / City Engineer <br /> <br />SUBJECT: Xcel Energy Consent to Improvement - Lift Station 5 Forcemain Rehabilitation <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Consent to Improvements agreement between the City of Arden Hills and Xcel Energy. <br /> <br />Background/Discussion <br />Lift Station 5 has indicated a need to replace the existing forcemain, pumps and check valves. This <br />project is proposed for 2025 construction within the City’s Capital Improvement Plan (CIP). <br />The existing forcemain is 3250-feet in length, is made of cast iron pipe (CIP) and was installed in <br />1960. The route of the existing forcemain is within an easement that is located within residential <br />properties, it extends under residential streets and borders the neighboring City of New Brighton. <br /> <br />Replacement of the existing forcemain will be by directional drilling new 10-inch HDPE, 2400-ft <br />along the walking trail (Elmer Anderson Trail) from County Rd E to Stowe Ave. This area is also <br />within the Easement for Xcel Energy’s overhead transmission lines, therefore, for the City to install <br />a forcemain through this route it requires a Consent to Improvements agreement as seen in <br />(Attachment A). <br /> <br />Staff has reviewed the Consent to Improvements agreement and recommends the Council approve. <br /> <br />Budget Impact <br /> <br />N/A <br /> <br />Attachments <br /> <br />Attachment A: Consent to Improvements agreement
