CONSENT ITEM – 8Q

MEMORANDUM

DATE: March 10, 2025

TO: Honorable Mayor and City Councilmembers
Jessica Jagoe, City Administrator

FROM: Lucas J. Miller, Assistant Public Works Director
David Swearingen, P.E. Public Works Director / City Engineer

SUBJECT: 2025 Street Maintenance Program – Reclamite Streets

Budgeted Amount: Estimated Amount: Funding Source:
$272,500 $65,709 Street Maintenance Fund

Council Should Consider

Motions to approve, table, or deny the following:

• Cooperative Agreement and Cost Share between Ramsey County and Arden Hills in
the amount of $65,709 for the Reclamite portion of the 2025 Street Maintenance
Program project.
Background/Discussion

Following up to the weekly admin update to Council in February, the opportunity to partner with
Ramsey County on the Reclamite portion of the Street Maintenance for 2025 in broken down
within the Ramsey County Cooperative Agreement with Arden Hills (Attachment B). This was
opportune, considering this scope of maintenance is not offered by the Coon Rapids JPA, which
Arden Hills participates in yearly, and this partnership with Ramsey County would still give
Arden Hills a better chance at competitive pricing with the economy of scale by partnering with
a larger project using the same street maintenance method and product.
Outlined within Attachment A, the Reclamite maintained streets that are proposed are: Arden
Oaks Dr, Arden Oaks Ct, Old Snelling Ave, Cummings Ln, Jerrold Ave, Edgewater Ave, Glen
Paul Ave and Prior Ave. Staff selected these streets for street maintenance with Reclamite due to
the recommended application of this product being in the third or fourth year of life of a new
roadway. These streets were all resurfaced between 2021 and 2022, making it the ideal time for
this type of street maintenance and is in line with Arden Hills’ 6-year Street Maintenance Cycle
rotation.
