ARDEN HILLS SPECIAL CITY COUNCIL – FEBRUARY 18, 2025 2 MOTION: Councilmember Holden moved and Councilmember Rousseau seconded a motion to approve the Consent Calendar and to authorize execution of all necessary documents contained therein. The motion carried (4-0). 5. PULLED CONSENT ITEMS None. 6. NEW BUSINESS City Administrator Jagoe stated the Council was being asked to consider the amended and restated agreement regarding the Lake Johanna Fire Department headquarters. She explained that in 2021, the cities of Arden Hills, North Oaks and Shoreview along with the Lake Johanna Fire Department (LJFD) entered into a Joint Powers Agreement (JPA) to oversee the headquarters construction and financing for the future LJFD headquarters. She noted the JPA sets forth the bond issuance and financing for the construction of the new station, timelines for construction commencement, development approvals, and termination clauses. She indicated that since the approval of the JPA, additional actions have happened: •The department and the cities acquired the property at 3535 Pine Tree Drive. •The department and cities worked cooperatively to receive State funding for the construction of the new headquarters. •The Arden Hills City Council approved and gave direction for the funding regarding the allocation of the cost-share formula. •The Arden Hills City Council approved a Conditional Use Permit for the construction of the project. •Earlier this year, the LJFD held their bid opening and selected a contractor to move forward with the project. City Administrator Jagoe went on to say that with these items being completed, the Fire Department Attorney prepared amendments to the JPA that align with the current status and financing of the project. City Administrator Jagoe stated that this morning Council was being asked to consider the amendment and restated JPA consistent with these provisions. She noted that the City Attorney had recommended two provisions related to termination being changed to 90 days instead of 60 days as originally prepared by the Fire Department Attorney. She indicated the agreement before Council was reflective of this change, that the other cities have agreed, and the City Attorney had no other comments and was comfortable with the document as presented. Mayor Pro Tem Monson asked if the Council had any questions or comments. MOTION: Councilmember Holden moved and Councilmember Weber seconded a motion to approve the Amended and Restated Joint Powers Agreement for the Lake Johanna Fire Department Headquarters. The motion carried (4-0).
