ARDEN HILLS SPECIAL CITY COUNCIL – FEBRUARY 18, 2025 2 <br />MOTION: Councilmember Holden moved and Councilmember Rousseau seconded a <br />motion to approve the Consent Calendar and to authorize execution of all <br />necessary documents contained therein. The motion carried (4-0). <br />5. PULLED CONSENT ITEMS <br />None. <br />6. NEW BUSINESS <br />City Administrator Jagoe stated the Council was being asked to consider the amended and <br />restated agreement regarding the Lake Johanna Fire Department headquarters. She explained that <br />in 2021, the cities of Arden Hills, North Oaks and Shoreview along with the Lake Johanna Fire <br />Department (LJFD) entered into a Joint Powers Agreement (JPA) to oversee the headquarters <br />construction and financing for the future LJFD headquarters. She noted the JPA sets forth the <br />bond issuance and financing for the construction of the new station, timelines for construction <br />commencement, development approvals, and termination clauses. She indicated that since the <br />approval of the JPA, additional actions have happened: <br />•The department and the cities acquired the property at 3535 Pine Tree Drive. <br />•The department and cities worked cooperatively to receive State funding for the <br />construction of the new headquarters. <br />•The Arden Hills City Council approved and gave direction for the funding regarding the <br />allocation of the cost-share formula. <br />•The Arden Hills City Council approved a Conditional Use Permit for the construction of <br />the project. <br />•Earlier this year, the LJFD held their bid opening and selected a contractor to move <br />forward with the project. <br />City Administrator Jagoe went on to say that with these items being completed, the Fire <br />Department Attorney prepared amendments to the JPA that align with the current status and <br />financing of the project. <br />City Administrator Jagoe stated that this morning Council was being asked to consider the <br />amendment and restated JPA consistent with these provisions. She noted that the City Attorney <br />had recommended two provisions related to termination being changed to 90 days instead of 60 <br />days as originally prepared by the Fire Department Attorney. She indicated the agreement before <br />Council was reflective of this change, that the other cities have agreed, and the City Attorney had <br />no other comments and was comfortable with the document as presented. <br />Mayor Pro Tem Monson asked if the Council had any questions or comments. <br />MOTION: Councilmember Holden moved and Councilmember Weber seconded a <br />motion to approve the Amended and Restated Joint Powers Agreement for <br />the Lake Johanna Fire Department Headquarters. The motion carried (4-0).
