Mr. Brown stated
that the Contractor had performed some work last week. Councilmember Malone asked if the
Contractor was receiving cooperation for access through the townhouse addition property. Mr.
Brown stated that the Contractor has not received complete cooperation for access and had
decided to gain access through the trail instead.
D. Resolution #99-36, Electing to Continue Participating in the Local Housing
Incentives Account Program Under the Metropolitan Livable Communitics Act,
Calendar year 2000
Mr. Post explained that Resolution #99-36 represented a continuing commitment by the City of
Arden Hills to participate in the Local Housing Incentives Account Progranl under the
Metropolitan Livable Communities Act. The goals established for the City have not changed. In
prior years, the City's participation in this program has allowed it to take advantage of various
grant programs of the Metropolitan Council. These grant funds would not be available to the
City of Arden Hills if the City did not participate in the Local Housing Incentives Account
Program.
. Mr. Post advised that staff recommends the City COUllcil adopt Resolution #99-36, electing to
continue participating in the Local Housing Incentives Account Program under the Metropolitan
Communities Act, Calendar year 2000.
Mayor Probst stated that adoption of Resolution #99-37, the next item on tllis evening's agenda,
was dependent upon adoption of Resolution #99-36.
Councilmember Malone asked if the City of Arden Hills was expected to spend a certain amount
of money each year with this program. Mr. Post stated that this was correct. He indicated tllat
the City had previously committed $1,700 which had been used to deal with blighted housing
within the community in order to satisfy the obligation. The most recent case that the City had
been involved in was the Steve Nixon property at 1369 Forest Lane. Although the City had been
compensated for its out of pocket costs, the City incurred costs in terms of staff time, which more
than offset the dollar amount of participation required by the Metropolitan Council.
Councilmember Malone asked what the commitment dollar amount will be for the year 2000.
Mr. Post stated that the amount of commitment for the year 2000 was $2847.22.
MOTION: Councilmember Larson moved and Councilmembcr Aplikowski seconded a
motion to adopt Resolution #99-36, electing to continue participating in the Local
Housing Incentives Account Program under the Metropolitan Communities Act,
. Calendar year 2000. The motion carried unanimously (5-0).
