<br /> ARDEN HILLS CITY COUNCIL - NOVEMBER 8,1999 20 <br /> ADMINISTRATOR COMMENTS <br /> . Mr. Post stated that the water bills for the third quarter of this year had been sent out. He noted <br /> that the water purchases for the City of Roseville were the second highest consumption since the <br /> third quarter of 1989, which had been a drought year. He was verifying the gallons billed to <br /> ensure that there was not a significant shrink issue. He did not believe there was an issue since <br /> this had also been a very large billing cycle for water sales. <br /> Mr. Post stated that he had been approached by Sprint PCS who had expressed an interest in <br /> mounting side-mount antennas on the south water tower, with a 15 by 15 foot cabinet on the <br /> ground. He asked for the Council's opinion on additional antennas on this water tower. <br /> Councilmember Malone stated that this request would be acceptable. Mayor Probst asked if the <br /> City would be able to capture some revenue if it allowed this antenna. Mr. Post stated that it <br /> would. <br /> Mr. Post stated that the Council had been provided with a bench handout regarding a request <br /> from the Water Quality Task Force that their meetings be audio or video taped. He indicated <br /> that, from a policy standpoint, this had not been done in the past. <br /> Councilmember Larson eXplained that this request had been made for Task Force members who <br /> miss meetings. If this was not a standard procedure, he did not feel it would be necessary. <br /> Mayor Probst stated that if a member of the Task Force was willing to audio tape the meetings, <br /> . this would be acceptable. However, video taping would not be available. Councilmember <br /> Larson stated that minutes were taken at the meetings and the purpose of video taping was to <br /> capture presentations for review. <br /> Mr. Post stated that he had received a request to attend the Policy Adoption Conference of the <br /> League of Minnesota Cities. <br /> COUNCIL COMMENTS AND COMMITTEE LIAISON ACTIVITY REPORTS <br /> Councilmember Larson stated that the Water Quality Task Force met on October 28, 1999. He <br /> indicated that a representative of the Rice Creek Watershed District was in attendance and Mr. <br /> Brown had done a presentation on some of the items discussed this evening. <br /> Councilmember Larson stated that the Newsletter Committee will meet Wednesday, November <br /> 9, 1999. I-Ie noted that the front page of the draft newsletter had an article discussing the Street <br /> Improvement Program. This article did not include information regarding the Ingerson <br /> neighborhood, which was currently being focused on. He felt that this information should be <br /> included in the article. <br /> Councilmember Larson stated that he had witnessed Northwestern College installing new <br /> parking spaces at their campus. He noted that Bethel College requests approval for changes to <br /> . their planned unit development and wondered why Northwestern College was not required to do <br /> the same. Mayor Probst confirmed that the part of the campus that the parking was being added <br /> to was in Arden Hills and not Roseville. Mr. Larson stated that the parking was being added to <br />
