ARDEN HILLS CITY COUNCIL - NOVEMBER 8, 1999 21 the north side of the church in Arden Hills. Mr. Post stated that Northwestern College had been . before the City Council with changes to their planned unit development in the past. He offered to follow up on this issue. Councilmember Malone stated that the Lake Johanna Volunteer Fire Department Association had 3.8 million dollars available. He stated that there would be a meeting held on December I, 1999. Since he was the Arden Hills representative, and was resigning from the Council, he asked that another Councilmember take his place. Councilmember Larson asked if the representatives were able to vote. Councilmember Malone stated that they were. Councilmember Larson asked if the City of Shoreview was represented in the Association. Councilmember Malone stated that they are. He indicated that one issue with the Association was that they try to give themselves more benefits than they have money for and he was concerned that the local cities be represented. He stated that the Association met four times per year, plus the second Saturday in January. He also noted that there will be an opening on the Transportation Advisory Board. Mayor Probst asked that Councilmember Larson attend the next meeting of the Lake Johanna Volunteer Fire Board Association meeting. Councilmember Larson agreed. With regard to the next Town Hall meeting, Councilmember Aplikowski asked if the City Council would prefer this meeting be held in January or April of 2000. She suggested that the . retreat be held prior to the Town Hall meeting. Mayor Probst stated that he would prefer for the Town Hall meeting to be held in conjunction with the spring grOlmd breaking at City Hall and suggested that Bethel College would be the preferred location. Councilmember Larson suggested the Armory be considered for the Town Hall meeting in order for the meeting to be held closer to the ground breaking event. Mayor Probst agreed and added that Land 0' Lakes and the CPI campus could also be considered. Councilmember Malone noted that Control Data had a large auditorium. Councilmember Aplikowski stated that she had been considering the opening on the Transportation Advisory Board and asked when the meetings were held. Councilmember Malone stated that the Transportation Advisory Board met the third Wednesday of the month at I :30 p.m. Councilmember Rem stated that at its October 26, 1999 meeting, the Parks and Recreation Committee had discussed the fecs charged to residents versus non-residents. The Committee had voted in favor of an additional five dollar fee for non-residents. Counci1member Rem stated that the Parks and Recreation Committee and suggested that a work session be held in January 2000 to review basic documents such as the budget, long-range plan and Comprehensive Plan. .
