MINUTES <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> WORKSESSION <br /> MONDAY, NOVEMBER 15, 1999 <br /> 4:45 P.M. - CITY HALL, 4364 WEST ROUND LAKE ROAD <br /> CALL TO ORDER <br /> Pursuant to due call and notice thereof~ Acting Mayor Beverly Aplikowski called to order the <br /> City Council Worksession at 4:55 p.m. Present were Councilmembers Gregg Larson, Paul <br /> Malone, and Lois Rem; City Administrator, Joe Lynch; City Treasurer/Accountant, Terry Post; <br /> Public Works Director, Dwayne Stafford; and Administrative Secretary, Sheila Stowell. <br /> Mayor Probst arrived at 5:05 p.m. at which time Councilmember Aplikowski turned the gavel <br /> over to Mayor Probst. <br /> DISCUSSION ITEMS <br /> Hil!hwavs 96/10 Final Desil!n Discussion <br /> BRW Consulting Engineer, Greg Brown, reviewed the various design options as previously <br /> presented to the City Council by Ramsey County witb input from the Minnesota Department of <br /> . Transportation (MnDOT). Those options included, 1) Reconstruct "As Is"; 2) Temporary Ramps <br /> (northeast and northwest ramps); 3) Frontage Road; as well as (4) Councilmember Malone's <br /> recent suggestion of full access with a folded diamond design. <br /> Mr. Brown reviewed the positive and negative aspects of each respective design option, <br /> including dependencies. Other issues included development timing of the Twin Cities Army <br /> Ammunition Plant (TCAAP); MnDOT concerns; future access for businesses and residences <br /> along Highway 10 and North Heights Lutheran Church; relocation requirements for mobile home <br /> and single-family home residents; outstanding Ramsey County obligations to the City for a <br /> portion ofthe West Round Lake Road, Phase I, construction project; impacts of access points to <br /> retail business along Highway 10 lor the City of Mounds View; and future access to 1-694 and 1- <br /> 35W as they are improved. <br /> Mr. Post listed an additional risk with each of the Options 2, 3 and 4 in that that MnDOT may <br /> not participate in future intersection construction of ramps to access the TCAAP property. Mr. <br /> Post also reminded staff and Councilmembers that the City had directed BR W to prepare the <br /> Highway 96/10 Interchange Transportation Traffic Study, at City expense, for various Highway <br /> 96/1 0 interchange design options. <br /> Mr. Lynch requested elarification of the City Council's objectives and priorities. It was the <br /> consensus of the City Council that maintaining full local access, with the least physical impact, <br /> was their main priority, as well as future development of TCAAP being a major concern. <br /> . <br />
