Crepeau, Jr., Councilmen James Wingert, <br />William Feyereisen, Robert Woodburn, Charles Crichton. <br />Absent - None. <br />Also Present - Finance Committee Chairman Ward Hanson, Treasurer <br />Donald lamb, Human Rights Commission Chairman Richard <br />Ericson, Parks Director John Buckley, Clerk Administrator <br />Charlotte McNlesh, Deputy Clerk Dorothy Zehm. <br /> <br />. UUSINESS FROM THE FLOOR <br /> <br />League of Women Voters - Ilene Parker <br />Ilene Parker referred Counci I to memo from the Arden Hills League <br />of Women Voters - Local Study Committee (9-22-15) re Proposed Open <br />House at the Village Hall; suggesting that the open house enable <br />residents to: <br />I. Meet their elected officials and office staff. <br />2. Meet the Village Committee Chairmen to learn how Committees <br />function. <br />3. Obtain informative hand-out materials. <br />4. Tour Village Hall and Public Works buildings. <br /> <br />Mrs. Parker said the League wi I I outline the evening; requesTs <br />adequate representation of Council, staff, Committee Chairmen in <br />attendance; open house to be on Monday, November 3, 1915 t7:30 to <br />9:00 p.m.). <br /> <br />Counci I expressed its pleasure to the League for sponsoring the <br />open house, and offered its cooperation in making the evening an <br />informative experience for interested residents. <br /> <br />Case No. 75-36, Lot Split Application - Crvi lie Carlson <br />After review of Attorney Lynden's letter of 9-18-75, and review of <br />the "sketch plat" of lots and outiots submitted, Woodburn moved, <br />seconded by Feyereisen, that Council approve the Registered Land <br />Survey, subject to approval of the Village Attorney and subject to <br />receipt of $1600 parks dedication (public sites and open spaces) <br />by October 10, 1975. Motion carried unanimously. <br /> <br />(Building Permits may be Issued at time Ramsey County approves the <br />R. L.S.) . <br /> <br />1976 Budget <br />Finance Committee Chairman Ward Hanson reviewed the suggested re- <br />visions to the 1976 Proposed Budget, as outlined in the Finance <br />Committee Minutes of 9-11-15; proposing adjustments as noted on <br />Table I, Summary Comparison of Expenditures. <br /> <br />Hanson advised that the mill rate, with the revisions proposed and <br />interest income estimated at 8% (rather than 1% formerly anticipated), <br />~i I I be reduced from 9.033 (1975) to 8.148. (Hanson noted that the <br />cost of the proposed ordinance codification is not included). <br /> <br />. <br /> <br />Richard Ericson, Chairman of the Human Rights Commission, requested <br />that Council not delete the $500 allocated for Local Human Services <br />Programs, as recommended by the Finance Committee; stating that the <br />Commission desires to study the need for Vi Ilage participation in <br />these catagorles - study would not be a duplication of services, but will <br />dove-tail with services rendered by core cities. Ericson noted that <br />the Commission desires to expand Its efforts - has tried to operate <br />on a very small budget, but to be effective and generate some enthusi- <br />asm, feels some monies should be provided. Ericson said the Commis- <br />sion fee'ls that local services are very important and suburbs are not <br />accepting their share; study wi II indicate whether Arden Hills should <br />participate in these services. <br /> <br />-1- <br />
