<br />. <br /> <br />~4i'lut,,,S :)t Special Counci I ['Jeeting <br />Page two <br /> <br />September :22, 1975 <br /> <br />Ericson requested Council approval of the appointment ot Mary Adelsman <br />as Student Intern, as outlined in the Minutes of Human Rights Commis- <br />sion meeting of 9-17-75, and attached letter from Don Belton, Social <br />Work Program Director, Bethel College (9-11-75). <br /> <br />After discussion, Feyereisen moved, seconded by Crichton, that Counci I <br />approve the appointment of ~ary Adelsman as student Intern, as des- <br />~rlbed; mileage to be paid at current Village rate. Motion carried <br />unanimously. <br /> <br />Crichton noted that the General Fund, as proposed, represents an In- <br />crease of approximately 25% over 1974, and suggested the following <br />General Fund revisions for Council consi,d9ration: <br /> <br /> , <br />. Delete cost of water cooler in Counci I Chambers - $300. <br />6. Delete $4000 budgeted for lights at Johanna Jr. High School <br />skating rink; Parks Committee is preparing recommendations <br />for park acquisition and improvement - should be considered <br />as a park improvement, paid out of Park Fund, instead of <br />Genera I Fund. <br />/. Delete $1295 budget3d for heater in cab of Massey Ferguson <br />lawn mower. <br /> <br />In discussion, Wingert noted that the roof is needed to protect equip- <br />ment stored in the "barn" an1 suggested that, unti I another storage <br />shed Is constructed, re-rooflng of the barn is necessary; also suggested <br />that $5000 for ~ontlngency f~nd. as proposed, may not be sufficient to <br />cover new roof and newsletter. <br /> <br />Buckley explained that a heater Is requested for the Massey Ferguson <br />for use in the ~Inter when machine is used for blowing and grooming of <br />skating rinks. Buckley explained that the $4000 budgeted for I ights at <br />Johanna Jr. rink was to facilitate the eventual phase-out of the Free- <br />way rink, which Is not adequate for hockey games because of inadequate <br />parking and dangerous location; anticipates that if facilities at <br />Johanna Jr. are up-graded fa," maximum use, Arden Hi lis Citizens (prin- <br />ciple users) can be provided with hockey rink tor about 1/3 cost of <br />new rink in one of the parks - Freeway Park will continua to have a <br />rink and lights, but no game9 this year. <br /> <br />Buckley said the Johanna Jr. rink lights would have 100% usage by the <br />Parks Programs - 0% by the School District - would have to enter into <br />a Joint-powers agreement with school district re other rink maintenance <br />(electricity, boards, flooding, plowing etc.). <br /> <br />. <br /> <br />Crichton moved that Council approve the <br />as recommended by the Finance Committee <br />following changes: <br /> <br />~~ <br />1976 General F'lnd"lexpenditures <br />(Minutes of 9-11-,5), with the <br /> <br />De I e 1'19 : I . <br />2. <br />3. <br />4. <br /> <br />$13000 for additional Police Department employee. <br />$2300 for government buildings (roof and water cooler). <br />$3000 for newsletter. <br />$4000 for rink lights. <br /> <br />Add: I. <br /> <br />$5000 for contingency fund ("barn" roof and newsletter). <br /> <br />Motion was seconded by Woodburn. <br /> <br />In discussion, Fayereisen said that, because he does not agree that: <br />I. The $500 should be deleted from the Human Rights audget, and <br />2. That park dedication monies should be used for "mechanical <br />means" of park imprDvement, and <br />-2- <br />
