Motion carried
unanimously.

Crichton noted that the General Fund, as proposed, represents an In-
crease of approximately 25% over 1974, and suggested the following
General Fund revisions for Council consi,d9ration:

,
. ' .
2.
3.
4.

Deleting provisions for additional Pollee Departmen+ employee
and fringe costs Involved (about $13,000); duties of present
staff should be adjusted to provide Investigation work pro-
posed.
Consider a less expensive car in place of rental car now used
by Police Chief.
Eliminate the $3000 budgeted for newsletter - possibly inclyde
th I s cost I n a cant I ngency fund unt I lit I s known whether
newsleTter will, In fact, be published as proposed.
Delete $2000 budgeted fo~ new roof on the New Brighton Road
storage building; consider other work needed on this building -
may be better to bui Id a storage shed: include this cost In
contingency fund unti I determination 1s made.
5. Delete cost of water cooler in Counci I Chambers - $300.
6. Delete $4000 budgeted for lights at Johanna Jr. High School
skating rink; Parks Committee is preparing recommendations
for park acquisition and improvement - should be considered
as a park improvement, paid out of Park Fund, instead of
Genera I Fund.
/. Buckley explained that the $4000 budgeted for I ights at
Johanna Jr. rink was to facilitate the eventual phase-out of the Free-
way rink, which Is not adequate for hockey games because of inadequate
parking and dangerous location; anticipates that if facilities at
Johanna Jr. are up-graded fa," maximum use, Arden Hi lis Citizens (prin-
ciple users) can be provided with hockey rink tor about 1/3 cost of
new rink in one of the parks - Freeway Park will continua to have a
rink and lights, but no game9 this year.

Buckley said the Johanna Jr. rink lights would have 100% usage by the
Parks Programs - 0% by the School District - would have to enter into
a Joint-powers agreement with school district re other rink maintenance
(electricity, boards, flooding, plowing etc.).

.

Crichton moved that Council approve the
as recommended by the Finance Committee
following changes:

~~
1976 General F'lnd"lexpenditures
(Minutes of 9-11-,5), with the

De I e 1'19 : I .
2.
3.
4.

$13000 for additional Police Department employee.
$2300 for government buildings (roof and water cooler).
$3000 for newsletter.
$4000 for rink lights.

Add: I.

$5000 for contingency fund ("barn" roof and newsletter).

Motion was seconded by Woodburn.

In discussion, Fayereisen said that, because he does not agree that:
I.
