<br />Minutes of Special Council Meeting <br />Page fou r <br /> <br />June 16, 1975 <br /> <br />at the McNamee sIte re sits grades involved. <br /> <br />Bethel College - Drainage Ditch <br />Mr. Hugh McLeod explained that the creek through the Bethel Campus <br />has presented erosion problems which must be corrected. He explained <br />that Bethel had made an attempt to place rip-rap In various places <br />last year, which had the endorsement of thl Rice Creek Watershed <br />District, but increased pressure has washed It away. McLeod asked <br />if Bethel could expect some financial assistance to correct the <br />problem. <br /> <br />In discussion, i,t was noted that much of the Increased water runoff <br />is from i'he development of lands east of L<'xington Avenue; Rice <br />'Creek Watershed Is currently studying the overall drainage of the <br />area. <br /> <br />. <br /> <br />McLeod said that Bethel has been considsrirg various proposals and <br />wll! prob<lbly accept the rai Iroad tie rip-r'ap proposal, which is <br />guaranteed and is estimated to cost S4~90D (for about 100 feet). <br />It was suggested that perhaps the question of financial aid for the <br />project could be posed to Rice Creek Water!hed. McLeod stated that <br />Rice Creek wi Ii have no funds for probably 2 years. <br /> <br />Christoffersen explained that meandering s':reams (ditches) are <br />subj€lct to erosion, and suggeS"led several alternative methods to <br />reduce the velocity; the proposed rip-rap froject wi II protect <br />for a tlme, but may be only temporary - slDw down of flow for entire <br />area, which is currentJy under st~dy, will ultimately protect this <br />are.a. <br /> <br />~ussard Court Drainage Problem - Lot 10 <br />Christoffersen displayed a map of Bussard Iddition, and Indicated <br />the location of the drainage pipe and rip-lappet! ditch, which empties <br />Into Lake Johanna. Christoffersen said this present plan is not <br />acceptable to Mr. Carlson, purchaser of the lot, and Mr. Bussard <br />haS referred the matter to his engineering firm; a civil matter <br />between buyer and seller. <br /> <br />Mrs. Carlson said the drainage is directed "catty corner" across <br />the property and reques tad that it be red i ,octed; I t was not th i s <br />way when lot was purchased. <br /> <br />Council refer'red Mrs. Carlson to Mr. Bussal'<l, asking that she let <br />Council know If matter is not resolved satisfactorily. <br /> <br />Case No. 72-35, Pemtom Uti llties, Addition, throuRh 7 and 1st <br />Addition Norto' <br />Ch r I 51-offersen rofer red Counc I I to his I etier of June 1:3, 1975, <br />recommending Village acceptance of the strEflt. and uti llties In <br />Townhouse Villages at Arden Hills, Additlo~u I through 7 (storm <br />sewer, water, sllnltary seb1er and streets), ,'ecommendlng release of <br />the appropriate bonds as approved by the A1~orney. <br /> <br />. <br /> <br />After discussion, Wingert moved, seconded ty Feyereisen, that Counci I <br />accept the uti lities and streets in Townhobue Villages at Arden Hi lis, <br />Addition I thru 7 approving relcase of the necessary bonds as <br />determi ned by the Eng I neer and Attorney, an; I ud I ng Open Space Bonds. <br />Motion carried unanLmously. <br /> <br />. <br /> <br />In discussion af the 1st Addi~ion North uti lities, Christoffersen <br />advised that Pemtoffi Is not asking that the Vi I lage accept the utilities <br />at this time, but is asking release 0'1 the honds; roads are not <br />constructed - acceptance of roads and uti ll":ies will be requested <br />after completion of road construction. <br /> <br />Mat"ter wes deferred to Counci I Meeting of June 30, 1975. <br /> <br />Nursery t~; II Final Payment . <br />(See above - Public Hearing, Nursery Hi II) <br /> <br />MetropoliTan Waste Control Commission Agre6..!lent to Replace Existing <br />Meters at Two Locations <br />It was noted that the Village Engineer and Attorney have reviewed <br /> <br />-4- <br />
