Dreyfus putting cost of project in escrow for construction <br />at later date. <br />2. Counci I review of status of proposed development of land <br />to the west In 6 months. <br /> <br />. <br /> <br />He reported that Parks and Recreation Committee considered the <br />possibility of a 20' easement (Instead of 10' wide) which would <br />permit a more interesting meandering pathwlY. <br /> <br />After discussion, Crichton moved, seconded by Wingert that Council <br />concur with the Parks and Recreation Committee recommendatIon. <br />Motion carried unanimously. <br /> <br />Resolution re Human Rights Nett Lake Program - Resolution No. 75-26 <br />Crichton read the Resolution in its entirety and moved that Councl I <br />adopt Resolution No. 75-26, authorizing its execution by the M~yor <br />and Clerk Administrator, on behalf of the Vi Ilage. Motion was <br />seconded by Feyereisen. Motion carried unanimously. <br /> <br />Comprehensive Plan Review <br />Fredlund reviewed Metro Counei Its response to housing provisions in <br />the proposed Comprehensive Pian and noted vsriobs cens~s Information, <br />compiled by v8rious sources whJch differ from the Metro Counci I <br />estimates. <br /> <br />Fredlund noted that If the Vi llage uses the density figures In the <br />ComprehensivePlani the Vi Ilage residentlaJ tones probably ~JII reach <br />saturation in about 1985 at 12,000 to 14,000 population (3;11 & 3.96 <br />net combined) - Metro Counci lIs estimated census Is about 1,000 <br />fewer and therefore a later saturation date. <br /> <br />Vlllaqe at Arden HI I Is Homes Association Letter of 6/15/75 <br />McNlesh reported that Lynden-advised her that the HOMes Association <br />legally become the owners of the open space at Townhouse Villages <br />at Arden Hills; therefore their Interest In completion of various <br />Items noted in letter. <br /> <br />Wingert offered to gather explicit Information relating to requests In <br />letter, fer Council consideration, prior to release of performance <br />bonds. <br /> <br />. <br /> <br />McNlesh reported that landscape plans for Additions I through 3 have <br />been insp~cted by Schutts; plans are marked indicating plantings that <br />are installed as per plans, omis'ions which appear to not be ~eeded <br />as wel I as omissions which he feels should 18 Installed and plantlngs <br />whiCh were Installed but not Indicated on t~e plan. <br /> <br />Feyerelsen said he fee1s that some differen~es should be understood, <br />but the concept should be similar; if Landscape Inspector approve~ <br />replacement or alternate planting, which In his judgement compensates <br />for original plan, then planting should be approved. <br /> <br />Counci I Meetinqs - July and August <br />July !4th and 28th. <br />'August lith and 25.th. <br /> <br />Park Development Plans <br />Crichton reported that an alternate plan for Freeway Park has been <br />proposed, which indicates use of b'acktop~ed area for game activities <br />Instead of parking, as was proposed on the former plan. <br /> <br />Crichton referred Counci I to memo of 6/13/75 .from K.aren Caswel!, and <br />reported that the Parks Committee recommends Council approval of <br />preparation of constraint maps for two parks (Hazel Nut Patch and <br /> <br />-7- <br />
