Sexton <br />suggested that possiblly an ordinance will be needed to aid in <br />enforcement and offered to obtain copy of ordinance In neighboring <br />Vi II age. <br /> <br />Fires <br />Sexton reported that the recent fires, except the first fire at <br />Pemtom Townhouse Villages, appear to be the work of young vandals. <br /> <br />Police Personnel <br />Sexton advised Counci I that he foresees the need of a Police <br />Sergeant within the next 9 - 12 months. <br /> <br />. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Lift Station No.8 Revision <br />Engineer Donald Lund referred Councl I to his letter of 5/15/75, <br />and particularly to his recommendation that modifications and changes <br />in price with the current low bidder would not achieve any sub- <br />stantial reductions In the cost of the project. <br /> <br />Woodburn moved, seconded by Feyereisen that the Council award the <br />bid to Par-Z Contracting for Lift Station No.8 Revision, parts I <br />and 2, in the amount of $63,463. Motion carried unanimously. <br /> <br />(Christoffersen reported that the Waste Control Commission has <br />approved the plans and has agreed to pay costs as I ndl cated In <br />Resolution adopted by Metropolitan Waste Control Commission). <br /> <br />Bethe!_ Master Meter <br />Christoffersen referred Counci I to letter from Mr. Richert (5/8/75) <br />re difficulty in obtaining adequate tests on the master meter <br />installation at Bethel College. <br /> <br />Mr. Richert referred Counci I to the plan of the meter station; they <br />are unable to maintain 150# Hydrostatic test for one hour, as <br />required In the specifications. Richert said he doesn't have <br />confidence In the stethescope test, but he knows the Yillage will <br />not have trouble with this installation. Richert Indicated that <br />area in "green" on the plan tests OK. - area in "red" has been <br />tested ~"d no leaks were found; if he has to dig out for the test, <br />it will cost about $1,500 and asked Council to re-imburse him for <br />this cost, I f after It is "dug out" and "tested", no leaks are <br />determined in his Installation. <br /> <br />Christoffersen said he wi II not approve the Installation without a <br />visual Inspection; existing line was not tested by Richert before <br />he started this Installation, which Is really his responslbllity- <br />if the test had been made on the existing lines, It would be possible <br />to test the Richert installation through a hydrant "T" to "T" <br />(about 20 feet). Christoffersen referred to paragraphs 2 and 3 <br />of his letter (5/13/75) explaining the contracto"!s responsibility re <br />testing. . <br /> <br />. <br /> <br />After discussion, Crichton reviewed the apparent three alternatives <br />the COLlnci i has re this matter: <br />I. Accept the job as complete without additional tests. <br />2. Require the excavation and inspection at contractor's cost. <br />3. Require the excavation and inspection and If test Indicates <br />there are no leaks, Vi Ilage re-imburse Contractor for the <br />excavation costs for the test. <br /> <br />Cht"isfoffersen advised that In some of the previous specifications, <br />some leakage was allowed, but the speclflcatLons for this installation <br />does ~?t allow for leakage. <br /> <br />Richert indicated that he was working "against time" and "weather <br />conditions" - Bethel wanted the line back In operation etc. - should <br />have tested the existing lines, but didn't. <br /> <br />After discussion, Crichton advised Richert that It appears that <br />Counci I cannot approve the Installation unti I the required tests <br /> <br />-2- <br />
