He noted one <br />home, on the road In Arden Manor at this time, which Is less than <br />'3/8 wood-sided. <br /> <br />It was explained that this particular home was moved to Arden Manor <br />from Creekside with the understanding that It would have to be wood- <br />s I dad before It cou I d be locateo I n AI-den Manor - th I s I s a very un- <br />finished product at this time, pending Council's decision on the <br />mata I vs. 'wood-s I oed homes. . <br /> <br />Weather conditions, he said, have prevented their moving the home <br />on?o a lot - parked on a roadway ti II weather parmits moving It onto <br />a lot. <br /> <br />. <br /> <br />Wingert s31d that, In his opinion, unless the home is 100% wood- <br />sided, It Is not a wood-sided home, and not permitted in the park; <br />CouncIl h~s also directed that homes not be parked on the roads, <br />even temporarily, because they constitute a hazard - these violatIons <br />musT be r",ctifled Immediately. <br /> <br />After discussion, Council concurred that, because of aesthetic reasons, <br />1 ncreased anergy conserya'rIon and Increased ret.3 II sa Ie va I ue of wood- <br />side home!., only wood-sidll homes shall be permitted In the 200-lot <br />addition tl) Arden Manor. Counci I also re-afflrned its earl ier directive <br />that mobile homes shal I not be parked on access roads. <br /> <br />Adams agreed to notify owner of specific home that home must be en- <br />tirely wOQO-slded; the home will be moved to lot within 3 to 4 days. <br />Adams agreed to not park homes on access roads in the future. <br />(It was noted that If a p:'oblem exists luter. in filling the park with <br />wood-sided homes, and if ~here is a strong evidence of need, the <br />Council could review and I-econslder allowing sone metal sided homes.) <br /> <br />In d i SCUS!l i on of the wats.. syste:.1l Adams exp I a I ned that he I ntends to <br />put in il new well, which will serve the new park (200 units). Adams <br />submitted a copy of the well estimate for the new well, stating that <br />he proposes to bury the storage tank underground, which is a varia- <br />tion frc.m specifications submitted for the original Special Use Permit; <br />proposes ~o use present pump. <br /> <br />Crichton re-stated his proposal that when the Council can detail the <br />variances that it belleve9 It can approve, and when Adams can give <br />the Council the amended landscaping plan, then he would propose that <br />Councl I approve the Amendnd Special Use Permit, with the copdltlons <br />that wood-Hided homes be continued, that he could continue finishing <br />and selling the first 51 homesltes (that have baen inspected and <br />approved) but that there be no other occupancies unti I al I streets <br />are finished, all sewers D~e In and approved, w~ter is In and approved <br />at requln,d pressure, and the community bulldin3 is finished; then <br />the next '9 units (In the Adams sequence) could be finished and sold <br />as trees <,re planted on tile lots; that lTIould be as far as he .could go <br />until the l"ecrea'tlonal facilities, pool llnd all landscaping are com- <br />. pi eted , <br /> <br />. <br /> <br />(Crichton explained that i"hls procedure would not prohibit work on <br />fha next 49 lots prior to completion of community bui iding, etc., but <br />occupancy will not be approved on these 49 lots until the community <br />b lli I di ng 15 comp! ete and !'treets, sewe r and water are in and approved.) <br /> <br />Crichton l'urther explained that his main Intent In proposing this park <br />completion sequence, rather than completion dates, is to Insure that <br />things which present occupants need, are completed. <br /> <br />Feyor.lsen referred to memo from Johansen re infiltration problem,. <br />and asked Ahen this wi II be correctud.
