Emphasized that upper level of building Is not adequate <br />for storm shelter; lower-level Is very adequate, If com- <br />pletely submerged Into the ground and constructed exactly <br />as constructed at Creekside in Coon Rapids. <br /> <br />In review of plant materials proposed, Attorney M. Van Putten noted <br />that Adams agrees to plant 414 2" to 2i" diameter trees, which are <br />larger than the 444 trees originally proposed. Council requested <br />that an amended landscape plan be submitted, Indicating the proposed <br />location of trees, shrubs, fencing etc. for Council approval. <br /> <br />Crichton stated that he believes the Councl I and residents of the <br />park want to come to some arrangement where Mr. Adams can continue <br />and we'll have a fine park of which Arden Hills will be proud. <br /> <br />Crichton suggested that Counci I detail variances it Is willing to <br />grant with respect to the Amended Special Use Permit, and assuming <br />these are determined and a landscape plan Is received and approved, <br />at that point In time, Council could give the "o.k." to continue <br />finishing and selling the-51 homes In the first phase, and that no <br />further occupancies be approved until: <br />I. All streets are finished. <br />2. All sewers are In and approved. <br />3. Water (presumably a new ."ell) In and approved for pressure <br />to all units. <br />4. Community building is finished. <br /> <br />At that point in time, the next 49 lots could be permitted to be <br />occup i ed (52 through 100). Occupancy of "100 I 01"5 In ba I ance of park <br />could be withheld until: <br />I. Recreation facility is finished and acc:epted. <br />2. Pool is' finished. <br />3. All landscaping Is completed. <br /> <br />Woodburn Indicated. he agreed with this approach, and suggested that <br />the first Council consideration be the matter of wood-side vs. metal- <br />side homos. <br /> <br />Feyerelsen Indicated the proposed approach Is egre.able to him also; <br />considers ytl Iltles construction to be of utmost Importance, suggesting <br />... they be the next items Council shouid consider. <br /> <br />Crichton Indicated there are three questions which remalh unresolved In <br /> <br />his mind, even If Counc II :3grees to approach: <br /> I. How are we going to Insure adequate water pressure over the <br /> next. five years? <br /> 2. How are we going to insure road maintenance, both winter and <br /> summer? <br /> 3. How are we going to insure non~lnflltration of sewers? <br /> <br />VanPutten advised that Adams proposes WOOd-sided homes only on the <br />first 51 lots. Possibly after these are Installed, the question of <br />permitting m,}ta I-sided. homes may arise, but suggested this not be <br />an Issue at this time. <br /> <br />Woodburn suggested this Is a total project, and this matter should, <br />therefore, be resolved now. <br /> <br />-5- <br />
