After dis- <br /> cussion, Lynden was authorized by the Council to obtain Attorney General's <br /> opinion re police officers of the Arden Hills Police Department deputized by <br /> the Ramsey County Sheriff's office to police the pedestrian nature trail andl <br /> or other County owned property within Arden Hills. <br /> Tennis Court LightiIg Contract <br /> Lynden reported that the change-order, extending completion date and incorporat- <br /> ing a penalty clause, has been prepared as requested, for execution by the <br /> Mayor and contractor; <br /> REPORT OF VILLAGE ENGINEER DONALD LUND <br /> Access Road to County Road E <br /> Lund presented his Report on Proposed Harriet Avenue Extension, and described <br /> . the proposed roadway location. The road, as proposed, will extend Harriet <br /> Avenue from Lexington Avenue to the west edge of the Dreyfus property and then <br /> run northerly from this point between residentially zoned property to the west <br /> and commercially zoned property to the east, providing a buffer between the <br /> business area and residential area. <br /> He said that because of existing topography, the roadway should be located with <br /> its centerline approximately 40 feet west of the west line of the ~ section line <br /> (N~ of the N~ of Sec. 34), allowing a grade low enough to serve both sides of <br /> the road and to adequately contain and control the surface runoff from the <br /> roadway and adjacent properties. <br /> Attached drawings were reviewed by the Council, and trail locations were discussed <br /> as they relate to the proposed' roadway, After discussion, the Council referred <br /> the trails and road coordination matter to the Parks Trail Sub-committee for <br /> its recommendations to the Council, snd authorized Engineer r.und to approacn <br /> Dreyfus Corporation rethe Harriet Avenue extension. <br /> Arden Manor Status <br /> Lund briefly reviewed the status of the Arden Manor Mobile Home Park, advising <br /> that. that Mr. Adams has requested further water tes.ts, anticipating .aPproVlll of <br /> permission to add 60-70 units. Lund was requested to specifically designate on <br /> the map the area where additional units are recommended to be added, when tests <br /> indicate the water system will adequately serve them. <br /> Lund indicated that while the final course has not been placed on the roads in the <br /> area to be occupied, this does not present a problem through the winter.. <br /> After discussion, Council requeated that inspection costs be billed to the <br /> developer (Engineering and Public Works Department inspections through Septem- <br /> ber 30, 1974) to be paid before further approval of occupancy is granted. Here- <br /> &fter bills to be prepared quarterly. <br /> (McNiesh was requested to obtain accumulated costs and to bill Adams.) <br /> GleDhill Road and Highway 51 Letter <br /> Letter was referred to Engineer Lund for comments at the next Council meeting. <br /> REPORT OF VILLAGE TREASURElt RICHARD 0 I KELLY <br /> Treasurer O'Kelly reported a $37,000 investment on October 17, 1974, for 16 days, <br /> at 8%. <br /> . REPORT OF COUNCILMAN JAMES WINGERT - Planning and Zoning, Board of Appeals <br /> Case No. 74-29, Special Use Permit - A. J. Heimbach <br /> (Mr. Heimbach was not present) <br /> Wingert referred the' Council to Minutes of the October 1,1974, Planning COmmis- <br /> sion Public Hearing re the Special Use Permit application for fill on the A. J. <br /> . Heimbach property at Ingerson Road and Hamline Avenue, consisting of an area <br /> . approximately 410' x 582', extending from Ingerson Road to Tiller Lane and from <br /> Hamline Avenue about 410' to the East. <br /> Wingert said that the area appears to be very much a part of the drainage area <br /> and typically wet, He stated it would be improper to issue a permit to fill all <br /> of the land; it may be that a portion of this land may not be in the drainage way. <br /> Wingert moved, seconded by Feyereisen, that the Council deny the permit for <br /> landfill in this area as it has been submitted; advising that possibly some <br /> -2- <br />
