<br />. l <br />, <br /> <br />.. <br /> <br />Minutes of Special Council Meeting <br />Page two <br /> <br />September 23, 1974 <br /> <br />Nursery Hill Utilities - Bids <br />After review of the seven bids received and Engineer Lund's letter of 9-23-74. recom- <br />mending that the bid be awarded to the low bidder, Erwin Montgomery Construction Com- <br />pany, the Council deferred its action until the September 30, 1974 Council meeting <br />pending reaction from Amber Construction Company re the bids received. <br /> <br />McNiesh was requested to contact Mr. Breems and to relay his comments to the Council <br />prior to September 30th. <br /> <br />. <br /> <br />Steak Inn Water Connection - Mr. HaRe <br />tIr. Hage reviewed the problems he encountered re the proposed construction of the 8" <br />water line along the south side of County Road E to serve the Steak Inn restaurant, <br />and their subsequent decision, after discussion with Councilman Crichton, Fire Chief <br />Fischer, Building Inspector Squires, Engineer Lund and the County Highway Department, <br />to extend a 2" line under County Road E; eliminating the sprinkler system originally <br />pro,pO$ed. <br /> <br />In discu$sion, it was noted by the Council that the propo$ed 2" line would remain a <br />'private line and would be the respon$ibility of the Steak Inn to maintain. <br /> <br />Arden Manor - Statu$ Report <br />Mr. and Mrs. Adams were present and submitted a letter to the Council. <br /> <br />Mr., Jim Parker. Advance Engineering Company, informed the Council that his firm ill <br />replacing Suburban Engineering Company, and will be completing the inspections for <br />the Arden Manor Mobile Home Park. <br /> <br />In discussion of the water $ystem, Parker said that by installing a 25 hp pump. and <br />adding a $torage tank, it is anticipated that the existing well would produce an <br />additional 250-300 gpm, which would provide an adequate water snpply for the approxi- <br />IIlSte 50 units in the first phase until a new well, can be built. Mr. Adams said he <br />intends to construct the building now and anticipates that the portion whieh would <br />house the storage tank could be finished in about one month. <br /> <br />Mrs. Adams explained that 5 or 6 people are rea4y to move into the park imlIIediately <br />(she had told them, overt:wo months ago. that thay could move into the park). She <br />said there are six vacancies in the old portionaf the park. and asked if the Council <br />loJould permit these 6 occupancies in the new park;this would not increase the load on <br />the present water system. <br /> <br />Council nO,ted that, a .1~" wearing course remains to, be placed' on the streets in phase <br />.one of the park and that ,a few of the units epPes:r: to be occupied in the new park. <br />ElV,en, ithough occupancy olthe park has not been a,PPl'oved. Mr. Adams said that he ia <br />',t\.l;l't~oUecting rent, these people own the homesaqdare only trying to protect them. <br /> <br />'Afte:r: diSCUSSion. Council requested Mr. Adams tameet with Engineer Parker and Village <br />Engineer Lund, in an effort to resolve the water problem. When specifications are <br />agreed upon, and the area and number of units the system will adequately handle is <br />determined, and outlined on a map. the Council agr,eedto hold a special meeting to <br />c.ohsider the proposal. <br /> <br />McNiesh ~~s requested to ask Attornev Lvnden to render an opinion re owner allowing <br />oecupancy of the park prior to Council's approval. <br /> <br />. <br /> <br />'Tennis Court LightinR Project <br />Council reviewed Engineer Lund' s letter of 9-23-74, ,re Tieso Electrical Contractors, <br />Inc. letter of9..19-74 requesting completion date extension for the Mounds View Tennis <br />Court Lighting Project. <br /> <br />After discussion, McNiesh was asked to obtain a written request for the time extension <br />from Tieso Electrical Contractors, Inc., explaining all work included in the request <br />for the delay of completion. <br /> <br />REPORT OF VILLAGE TREASURER RICHARD 0' KELLY <br /> <br />O'Kelly reported an i~lestment of $330.000 for 120 days @ 10.40% on September 23, <br />1974; anticipating an additional $115,OOO investment on September 25th. <br /> <br />-2- <br />
