<br />.. <br /> <br />Minutes of Special Council Meeting <br />Page three <br /> <br />September 23, 1974 <br /> <br />REPORT OF COUNCILMAN JAMES WINGERT - Planning and Zoning, Board of Appeals <br /> <br />Metro Transit Bus Route Proposal <br />Wingert described a proposed bus route from Northdale to St. Paul which will involve <br />a portion of Arden Hills from Highway 8 along Highway 96 to Hamline Avenue~ south <br />on Hamline to County Road F, east on County Road F to Lexington etc. to St. Paul. <br /> <br />Wingert said that at present road widths are adequate; so, no road up-grading is needed; <br />we will be required to place sign along the route eventually (signs will be furnished <br />by Metro Transit, to be installed by the Village). <br /> <br />. <br /> <br />After discussion, Council requested McNiesh to convey-the Council's endorsement of <br />the bus route as proposed. <br /> <br />Proposed Surface Water Regulations <br />(See Attomey , s Report) <br /> <br />REPORT OF COUNCILMAN STAN OLMEN - Finance <br /> <br />1975 Budget <br />Olmen introduced Finance Committee Chairman Ward Hanson wbo presented the proposed <br />1975 Budget recommended by the Finance Committee for Council approval. <br /> <br />Mr. Hanson reviewed the 15 points on whicb the Finance Committee had reached a <br />consensus, and advised that, if adopted, the proposed budget of $227,444 would re- <br />quire a mill rate levy of 9.533, slightly above the 1974 mill rate. <br /> <br />Olmen moved, seconded by Crichton, that the Council adopt the 1975 Budget as recom- <br />mended by tbe Finance C01Jllllittee. <br /> <br />In discussion, Crichton reported that after meeting with Lake Johanna Volunteer Fire <br />Department, Shoreview and North Oaks re tbe 1975 proposed fire contract, he moves <br />that the motion be amended to reduce the Fire Protection Account No. 332 expenditure by <br />$3,000. Motion was seconded by Wingert. . <br /> <br />The amendment to the motion carried unanimously. <br /> <br />Crichton moved, seconded by Wingert, that the motion be further amended to reduce <br />Park Site lmprovement account No. 510 by $7,900. <br /> <br />Crichton expressed concern about rising costs in the present economy and stated he <br />would like, if possible, to cut Village taxes. This $7,900 reduction rel<1tes to <br />proposed capital improvements to various school properties; since the Council recently <br />approved an expenditure for lighting tennis courts at Mounds View High Scbool, Crichton <br />expressed concern about spending this additional Village money for further improvements <br />on school property in 1975. <br /> <br />Feyereisen concurred with Buckley that it is cheaper to improve existing school facilities <br />rather than build facilities in our parks and felt Village should consider best use of <br />total facilities in the Village. <br /> <br />After, considerable discusflion, the motion on this amendment carried (Crepeau, Crichton, <br />Wingert, 01men voting in favor; Feyereisen voting in opposition). <br /> <br />. <br /> <br />The original motion carried (Crepeau, Crichton, Wingert, Olmen voting in favor; <br />Feyereisen voting in opposition). <br /> <br />(Feyereisen noted that his opposing votes do not mean he is opposed to a tax decrease.) <br /> <br />The Mayor and Council thanked the Finance and other committees for their conscien- <br />tious work on the 1975 budget. <br /> <br />REPORT OF COUNCILMAN CHARLES CRICHTON - Public Works <br /> <br />Public Works Department Employees <br />Crichton moved, seconded by Wingert, that the Council approve the employment of John <br />Thompson (On-the-Job Training Program) at $2.50 per hour in the Public Works Department. <br />Motion carried unanimously. <br /> <br />Crichton moved, seconded by Wingert, that the Council approve the full-time employment <br />of Eugene Waldoch in the Public Works Department at $5.10 per hour, starting October 1, <br />1974.' After completion of a satisfactory 6 months probationary period, salary to be <br />raised to the "then lowest" Public Works Department rate. Motion carried unanimously. <br /> <br />-~-" <br />
