Minutes of Special Council Meeting Page three September 23, 1974 REPORT OF COUNCILMAN JAMES WINGERT - Planning and Zoning, Board of Appeals Metro Transit Bus Route Proposal Wingert described a proposed bus route from Northdale to St. Paul which will involve a portion of Arden Hills from Highway 8 along Highway 96 to Hamline Avenue~ south on Hamline to County Road F, east on County Road F to Lexington etc. to St. Paul. Wingert said that at present road widths are adequate; so, no road up-grading is needed; we will be required to place sign along the route eventually (signs will be furnished by Metro Transit, to be installed by the Village). . After discussion, Council requested McNiesh to convey-the Council's endorsement of the bus route as proposed. Proposed Surface Water Regulations (See Attomey , s Report) REPORT OF COUNCILMAN STAN OLMEN - Finance 1975 Budget Olmen introduced Finance Committee Chairman Ward Hanson wbo presented the proposed 1975 Budget recommended by the Finance Committee for Council approval. Mr. Hanson reviewed the 15 points on whicb the Finance Committee had reached a consensus, and advised that, if adopted, the proposed budget of $227,444 would re- quire a mill rate levy of 9.533, slightly above the 1974 mill rate. Olmen moved, seconded by Crichton, that the Council adopt the 1975 Budget as recom- mended by tbe Finance C01Jllllittee. In discussion, Crichton reported that after meeting with Lake Johanna Volunteer Fire Department, Shoreview and North Oaks re tbe 1975 proposed fire contract, he moves that the motion be amended to reduce the Fire Protection Account No. 332 expenditure by $3,000. Motion was seconded by Wingert. . The amendment to the motion carried unanimously. Crichton moved, seconded by Wingert, that the motion be further amended to reduce Park Site lmprovement account No. 510 by $7,900. Crichton expressed concern about rising costs in the present economy and stated he would like, if possible, to cut Village taxes. This $7,900 reduction rel<1tes to proposed capital improvements to various school properties; since the Council recently approved an expenditure for lighting tennis courts at Mounds View High Scbool, Crichton expressed concern about spending this additional Village money for further improvements on school property in 1975. Feyereisen concurred with Buckley that it is cheaper to improve existing school facilities rather than build facilities in our parks and felt Village should consider best use of total facilities in the Village. After, considerable discusflion, the motion on this amendment carried (Crepeau, Crichton, Wingert, 01men voting in favor; Feyereisen voting in opposition). . The original motion carried (Crepeau, Crichton, Wingert, Olmen voting in favor; Feyereisen voting in opposition). (Feyereisen noted that his opposing votes do not mean he is opposed to a tax decrease.) The Mayor and Council thanked the Finance and other committees for their conscien- tious work on the 1975 budget. REPORT OF COUNCILMAN CHARLES CRICHTON - Public Works Public Works Department Employees Crichton moved, seconded by Wingert, that the Council approve the employment of John Thompson (On-the-Job Training Program) at $2.50 per hour in the Public Works Department. Motion carried unanimously. Crichton moved, seconded by Wingert, that the Council approve the full-time employment of Eugene Waldoch in the Public Works Department at $5.10 per hour, starting October 1, 1974.' After completion of a satisfactory 6 months probationary period, salary to be raised to the "then lowest" Public Works Department rate. Motion carried unanimously. -~-"
