<br />~ <br /> <br />Minutes of Special Council Meeting <br />Page four <br /> <br />September 23, 1974 <br /> <br />. <br /> <br />Apache Container - Application for Buried HOlding Tank <br />Crichton presented a request from Apache Container Company to bury a 1500 gallon pre- <br />cast concrete tank in which they propose to store ''water soluable draw and iron fluid", <br />a waste product which may not be disposed of in the sanitary sewer system. He explained <br />that this fluid will be trucked to Minnesota Pollution Control by tank truck for dis- <br />posal, rather than in arre1s, which is their present procedure. <br /> <br />After discussion, Crichton moved that the Council approve the issuance of a permit <br />for the installation of the proposed holding tank; Building Inspector to convey code <br />soecifications to P1umbin~ Inspector for inspection of the installation; sewer permit <br />to be issued for a holding tank, and inspection fee to be $25.00. Motion was seconded <br />by Olmen and carried unanimously. <br /> <br />. <br /> <br />Bethel Student Housing <br />After review of Building Inspector Squire's memo reporting completion of the student <br />housing corrective fire protection construction at Bethel College, McNiesh was requested <br />by the Council to contact Fire Chief Fischer, advising him that this work has been <br />completed and requesting his report re compliance with corrective measures he had <br />requested. <br /> <br />REPORT OF COUNCILMAN WILLIAM FEYEREISEN - Parks and Recreation, Human Rights <br /> <br />Rice Creek Watershed District Meeting - September 18, 1974 <br />Feyereisen reported that Rice Creek Watershed District, at its meeting on 9-18-74, <br />advised they would study the comments submitted by the various municipalities re the <br />Rice Creek Watershed Plan, and would welcome additiDnal comments as well. Feyereisen <br />reported that the Plan was not adopted at this meeting. <br /> <br />After discussion of Roseville's Resolution, Wingert was requested to convey the Council's <br />concerns re certain portions of the proposed Plan to the Rice Creek Watershed District. <br /> <br />Feyereisen stated he was most impressed with the Board's handling of Rice Creek Water- <br />shed Permit requests which were considered at this meeting. <br /> <br />Karth Lake Property Appraisal Cost <br />Crichton reported that Mr. Elmquist had estimated a cost of $75.00 to prepare an estimated <br />land value of property in question; if a full-blown appraisal is later desired, the <br />$75.00 would then be applied to this cost. <br /> <br />Feyereisen moved that the Council authorize Crichton to negotiate with Mr. Elmquist <br />to secure an estimated land value. Motion was seconded by Wingert, and carried unani- <br />mously. <br /> <br />Shade Tree Disease Control <br />Matter deferred to meeting of September 30, 1974. <br /> <br />,Park and Recreation Department Employee <br />F~ye~eisen moved, seconded by Olmen, that the Council approve the part-time employment <br />of Stephen Zehm in the Parks Department for the fall and winter season, until roughly <br />March 1, 1975 (10-15 hours per week) at $3.50 per hour, starting immediately. Motion <br />carried unanimously. <br /> <br />. <br /> <br />Highway Department Berm Construction - Status Report <br />'Feyereisen reported that the Highway Department has replaced the berm along 1-694 at <br />Hamline Avenue and the neighbors seem satisfied that the sound barrier has been restored. <br />He reported that Mr. Perez, Minnesota P~11ution Control, has stated he will meet with <br />the Highway Department again to verify that construction was completed according to <br />specifications. <br /> <br />Feyereisen agreed to answer letter from Mr. McVay on behalf of the Council. <br /> <br />Operating Engineers Local 49 <br />Council set two alternate dates to meet with Union Local 49 re 1975 Contract: <br /> <br />Wednesday, September 25, 1974 - 7:30 p.m. <br />or <br />Thursday, October 3, 1974 - 7:30 p.m. <br /> <br />McNfesh to contact Union Representative J.
