<br />Approval of Minutes
<br />The Minutes of the Regular Councl I Meeting of August 26, 1974, were
<br />apprQved as amended.
<br />
<br />BUSINESS FROM THE FLOOR
<br />
<br />Rice Creek Watershed DIstrict Hearing - Roger Short
<br />EngIneer Roger Short reported that he attended the Rice Creek Water-
<br />shed Hearing. as a representative of Arden HI lis and Rosevll Ie. He
<br />said he requested addItional tIme to allow Arden Hills to complete
<br />Its review of the plan and submit comments. The request was granted,
<br />asking that comments be received by the next Rice Creek Watershed
<br />meeting on September 18, 1974.
<br />
<br />Mr. Short stated that he Is generally In favor of the Watershed Plan as
<br />proposed, but feels that the policies are quite "vague", which could
<br />lead to some uncertainty as to where responsibility lies, In SOILe
<br />Instances.
<br />
<br />Council concurred with Mr. Short's suggestion that the Councl I review
<br />the plan, especially the policies section, and submit comments for
<br />Rice Creek Watershed District consideration at Its meeting on Septem- .'
<br />ber 18, 1974.

<br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN
<br />
<br />Stave-Clatterbuck Agreement re Maintenance of Private Lift Station,
<br />Sewer and Water Lines.
<br />Lynden reviewed the agreement draft which he had prepared for Council
<br />cons I deration.
<br />
<br />After discussion, Wingert moved, seconded by Feyerelsen, that the
<br />Council approve AGREEMENT RE OPERATION, MAINTENANCE AND REPAIR OF
<br />SANITARY SEWER, WATERLINE AND LIFT STATION AND MUTUAL RESTRICTIVE
<br />COVENANTS, as amended; changing language In paragraph 7 to Include
<br />Attorney's fees, and authorize execution of the agreement by the
<br />Mayor and Clerk Administrator after It Is executed by Stave, Clatter-
<br />buck and the contractor, Motion carried unanimously,

<br />Speed Limits on Village Streets
<br />Lynd'..n referred the Council to his letter of September 5, 1974, re
<br />procedure to effect speed changes on Village streets; suggesting
<br />that a resolution be prepared when appropriate speed for A;~IJit~
<br />Court has been recommended by the Public Safety Commlttee~. ~--~-
<br />
<br />Watermaln Connections, South Side of County Road E
<br />Lynden referred to hIs letter of September 9, 1974, re Case No. 74-15,
<br />A-rthur W, Hage re financing procedure for future connections to water
<br />main along the south side of County Road E.
<br />
<br />In discussion, concern was expressed re determination of amount each
<br />"connector" would pay. Lynden was requested to discuss the matter
<br />with Ik. Hage before preparing the agreement for Councl I considera-
<br />tlon.
<br />
<br />Development Agreement, Hunters Park - Fourth Addition
<br />Lynden referred the Council to the Hunters Park, Fourth Addition Develop-
<br />ment Agreement and to his letter of September 6; 1974.
