Planner Otto Schmid Resignation Wingert reported that Mr. Otto Schmid has accepted a~ assignment In the St. Cloud area as Director of the Regional Development Commission. Mr. WI'lgert said that Mr. Richard Fredlund of Nason, Wehrman and Chapmwl will be briefed on Arden Hills planning matters and will meet ~Ith the Planning Commission at Its Special Meeting on Septem- ber 24th. Th~ Councl' extended an Invitation to Mr, Fredlund to attend a COuncil . meetl ng I n the near future. ~EPORT OF COUNCILMAN STAN OLMEN - Finance (No report) Feyerelsen referred the Council to Finance Committee Chairman's memo and expressed disappointment that the Committee did not consider alterna- tives, e.g. what services could be added If the mill rate 15 Increased, etc. He said he would relay his comments to the Finance Committee at the joint-meeting on September 12th. REPORT OF COUNCILMAN CHARLES CRICHTON - Public Works Inspections - Sewer. Water. Roads Crichton reported that the Public Works Department has experienced the tendency of developers and/or contractors to request Inspections before they are ready, necessitating additional Inspections. The Public Works Committee recommends that a fee be established for In- spections made, after the Initial Inspection. Leaf Burn I ng Crichton reported that the Public Works Committee recommends that Attorney Lynden research State law re burning of leaves, Buckley suggested the research also Include tree burning as a means of elimina- ting diseased trees. The Council concurred and requested McNlesh to ask Lynden ~o research the I aw . Bethel Master Meter Crichton reviewed the status of the master meter negotiations with Bethel College and reported that the Public Works Committee recom- mends th at the Councl I req uest bids for the Bethe I Maste r Mete r; re- suits of which wi II be the basis for further negotiations with Be+hel Co I lege. . . Crichton moved, seconded by Feyerelsen, that the Councl I authorize EngIneer Lund to prepare the Bethel Master Meter ProJect.spec:flcatlons and adVertise for bids. Motion carrIed unanimously.
