Minutes <br /> <br />-6- <br /> <br />July 22, 1974 <br /> <br />Specifications for Hard-surfaced Areas <br />Buckley referred the Council to his memo of 7-19-74, requesting <br />authorization to seek formal bids for the bituminous surfacing of <br />areas at Ingerson, Valentine and Freeway Parks and a practice tennis <br />court area at Mounds View High School. <br /> <br />After discussion of the four sites and proposed uses of hard-surfaced <br />areas, Crichton moved, secon.ded by Wingert, that the Council authorize <br />Buckley to proceed to obtain bids for bituminous surfacing, as pro- <br />posed, at Ingerson and Valentine Parks, based on Lund's specifica- <br />tions (7-16-741. Motion carried unanimously. <br /> <br />~ Buckley was requested to re-consider Freeway Park plans; converting <br />proposed parking area to play ground use i.e. paddle ball, practice <br />tennis court etc. <br /> <br />Snowblower and Broom for Massey Tractor <br />Buckley referred the Council to his memo of 7-19-74 re purchase of a <br />broom and snowblower for the new Massey Ferguson tractor, to be used <br />for rink clearing. <br /> <br />Crichton moved, seconded by Feyerelsen, that the Council approve the <br />purchaseo Motion carried unanimously. <br /> <br />Perry Park Fill Operation <br />Buckley reported that 50,000 to 75,000 cu. ~s. of fill have been <br />placed at Perry Park; filling will be complUted soon and area will <br />be graded this fallo <br /> <br />Buckley said he will request a letter from the Arsenal approving <br />this fill programo <br /> <br />Ingerson Park Access <br />Crichton proposed a land trade offer re the Moss property access to <br />Ingerson Park, for Council consideration. <br /> <br />After discussion, Crichton moved that the Village offe~ to trade to <br />Mr. Moss a lot In the southeast corner of Ingerson Park, for the <br />southern portion of his lot, to be used as an access to the parko <br />Said lots to be equal In square footage, with the lot on Lexington <br />Avenue to have between 90' and 100' frontage on Lexington Avenue. <br />Motion was seconded by Crepeauo <br /> <br />After discussion, action on the motion was tabled to a future Council <br />meeting pending Lynden's opinion re legality of the offer and Parks~ <br />and Recreation Committee's recommendations. <br /> <br />Tree Ord i nance <br />McNiesh reported that copies of Nbrth Oaks' and L.MoMo's ordinances <br />have been obtained. Buckley was requested to check with Ramsey County <br />re possible County-wide ordinanceo <br /> <br />. <br /> <br />Crichton requested that the COuncil think about the recommendation <br />by Dr. French that Du+ch Elm and Oak Wilt diseaSed trees be removed <br />by the Village, rather than by individual property owners; noting <br />that a determinatIon re this matter should be made for inclusion In <br />the new tree ordinance. <br /> <br />Ramsey County League Meetino - JulV <br />Feyereisen reported that the League stresses that Special Use Permits <br />Should Include specific reasons for denial, and should be made at time <br />of denial. <br /> <br />Microphone System and Pro lector <br />Council generally concurred that a microphone system is needed for <br />Village meetings, and Crepeau offered to pursue the matter. <br /> <br />Feyerelsen noted the need for an overhead projector, which Crichton <br />agreed to pursue; advising that the Village does have equipment to <br />make transparencies. <br />
