<br />- <br /> <br />Minutes of Regular Councl I Meeting <br />Page fou r <br /> <br />June 24, 1974 <br /> <br />REPORT OF COUNCILMAN CHARLES CRICHTON <br /> <br />UnIon Dues Check-off Request <br />Clerk Administrator was requested to comply wIth this employee request, <br />which Is In conformity with the UnIon Contract. <br /> <br />REPORT OF COUNCILMAN WILLIAM FEYEREISEN - Human Rights, Parks and <br />Recreation <br /> <br />. <br /> <br />Ingerson Park Access - Status Report <br />Buckley reported that he had tried to obtain an alternate access to <br />Ingerson Park, as suggested by the Council, but parties were not In- <br />terested In selling; explaInIng that these property owners have older <br />children and do not wish to encourage small children through this area. <br /> <br />Mr. Moss explaIned that hIs property Is currently being used as an <br />access to the park, and he would like a faIr price If the Village wIshes <br />to continue to use this access. <br /> <br />Mrs. Lindquist stated there Is a need for this access. <br />cannot use the Lexington Avenue route because of heavy <br />now are going through n3lghbors' yards; some neIghbors <br />but others do not. Bicycle riders would also use this <br />ence to the Lexington Avenue access. <br /> <br />Small children <br />traffic; they <br />encourage this, <br />access In prefer- <br /> <br />A fenced walkway along Lexington was suggested to provide safer access <br />to the park. Buckley said an access at both ends Is needed. <br /> <br />Mr. Moss said his property Is a natural access route which Is being <br />used; If the Village does not secure an easement, It should eliminate <br />use of his land for access to the park. <br /> <br />In discussion of the proposed Moss property purchase, It was noted that <br />more property Is Involved than Is needed for the access and, If pur- <br />chased, restrictions should not be placed on It. <br /> <br />Mr. Moss said that If the Village sold the land, he would lIke first <br />optIon to purchase It. <br /> <br />Feyerelsen moved that the Councl I authorIze Attorney Lynden to draw up <br />necessary papers for purchase of the property for $5,000, as per sketch, <br />with the restriction that the owner of property to the north be given <br />first option to purchase this land, If sold by the Village. There was <br />no second to the motion. <br /> <br />Crichton moved, seconded by Feyerelsen, that the Councl I ask the City <br />Attorney to arrange for drawing up the necessary papers and legal des- <br />cription of the lot that the Village Is to purchase. MotIon did not <br />carry (Crichton and Feyerelsen voting In favor; Olmen Wingert and Crepeau <br />voting In opposition). <br /> <br />Playground Instructor - Sylvia Bruns <br />Feyerelsen moved, seconded by Crichton, that Councl I approve the employ- <br />ment of Sylvia Bruns as Playground InstrUCTor at $2.00/hour. Motion <br />carried unanimouSly. <br /> <br />.summer Flyer Delivery <br />Feyerelsen moved, seconded by Crichton, that the Councl I approve payment <br />of $22.50 for the delivery of the Parks and Recreation Summer Program flyer. <br />MotIon carrIed unanimously. <br /> <br />Dep.artmen.t of Agriculture - Tree Survey Letter <br />After review of letter and dIscussion, Crichton moved, seconded by Wingert, <br />that the Council appoint Dr. French, University of Minnesota, as Tree <br />Inspector for Arden Hills. Motion carried unanimouSly. <br /> <br />McNlesh to ask Dr. French If he wi II accept this appointment and prepare <br />the required tree Inventory and reports, as outlined In letter from <br />Minnesota Department of AgrIculture; also to Inquire about the status of <br />model ordinance re diseased trees. <br /> <br />-4- <br />
