<br />. . <br /> <br />Minutes of Regular Council ~';eetlng June 10, 1974 <br />Page five <br /> <br />Surface Water Regulations <br />The Mayor referred the Council to a memo from ChIef Sexton re Surface <br />Water regulations and putrol of lake. <br /> <br />Mrs. Kiene presented a petition to the Councl I, sIgned by approxi- <br />mately 30 residents, opposing several of the proposed time period <br />and horsepower limit regulations, and supporting a lake patrol of <br />deputized Village residents to aid the Sheriff In enforcement of <br />State Statutes. <br /> <br />Crepeau suggested that the boat patrol be expedited, rather than an <br />ordinance at this time. <br /> <br />. <br /> <br />Wingert expressed concern re patrol of lake by riparian owners; this <br />Is a State lake and all must share use of the lake. Wingert refer- <br />red the Council to Proposed Regulations which he prepared as a compro- <br />mise measure. <br /> <br />Feyerelsen spoke against a volunteer boat patrol and, after review <br />of regulations proposed oy Wingert, suggested that the Council take <br />some definitive action. <br /> <br />Crepeau stated we have State Statutes that govern the lakes, and the <br />Sheriff Is charged to patrol Lake Johanna. <br /> <br />Sexton said he discussed the patrol of Johanna with Ramsey County <br />Sheriff's office - they are short-handed and could use a deputized <br />Village boat patrol to aid In enforcement. <br /> <br />After discussion, Crichton moved, seconded by Feyerelsen, that the <br />Council authorize the Clerk Administrator to forward the Regulations <br />For Watercraft Operation on Lake Johanna, as amended, to Department <br />of Natural Resources, as Intent of a proposed ordinance; Attorney <br />Lynden to simultaneously draw up an ordinance incorporating the <br />Regulations. Motion carried (Crichton, Feyerelsen, Wingert, Olmen <br />voting In favor of the motion; Crepeau voting In opposition). <br /> <br />Police Chief Sexton was reqeusted to set up specific proposals for <br />enforcement of the propo~ed ordinance to assure adequate patrollng <br />this year. <br /> <br />Sexton advised he wi II h~ve Arden Hills Pollee officers deputized to <br />augment the Sheriff patrol. <br /> <br />Public Safety Committee Resignation <br />Crepeau referred Councl: to a letter of resignation, effective June 15, <br />1974, from Dr. Wlndorfer. <br /> <br />McNlesh was requested to write to Dr. Wlndorfer, thanking him for <br />his services to the Village In thIs capacity. <br /> <br />Salary Approval - Willard John <br />Feyerelsen moved, seconded by Wingert, that the Council approve the <br />$5.10/hr. salary for OffIcer Willard John, effective June I, 1974. <br />Motion carried unanimOUSly. <br /> <br />...
