<br />. <br /> <br />'. <br /> <br />Minutes of Regular Councl I Meeting <br />Page t\10 <br /> <br />May 2il, 1974 <br /> <br />PrORosed Park Acqulsitlo,n <br />Feyerelsen reported that the Parks and Recreation Committee recom- <br />mends VIllage acquisition of an approximately 20-acre parcel of land <br />at the south end of Karth Lake for park purposes, and requested Council <br />authorization to proceed with acquisition. <br /> <br />Council expressed reluctance to pursue acquisition If property owner <br />does not wish to sell, and suggested that the Committee consider <br />alternate parcels or, if additional Information Is obtained re the <br />desired parcel, Council will be receptive to the Committee's sugges- <br />tions. <br /> <br />. <br /> <br />Ramse Resolution No. 9-2300 <br />Clerk Administrator cNlesh was requested to check with Ramsey Cou~ty <br />re the parcels referred to In the resolution. <br /> <br />REPORT OF VILLAGE ENGINEER DON LUND <br /> <br />Case No. 73-48, Nursery Hil,.. _ Utlll~ <br />Engineer Lund referred the Council to his letter of May 28, 1974, re <br />estimated construction and bond amounts ~or sewer, water and street <br />construction In the Nursery Hili Plat. <br /> <br />Attorney Lynden reported the status of the eIght Final Plat contingen- <br />cies, and advised of difficulty in obtaining the abstract for prepara- <br />tion of the easement for the vehicular turn-around. <br /> <br />After discussion of the several pending matters, and construction of <br />the utilities, Feyerelsen moved, seconded by CrIchton, that the Counci I <br />authorizes Village construction of the utilities and street In the <br />Nursery HilI Plat; costs to be assessed to the properties indicated <br />on the Final Plat: subject to satisfactory completion of the outstanding <br />Final Plat contingencies, except the bond requirement for utility <br />and street construction. Motion carried (Crepeau, Olmen, Feyerelsen, <br />Crichton voting In favor of the motion; Wingert voting In opposition). <br /> <br />1974 SeQI Coating Bids <br />Engineer Lund reported that five bids were received for the 1974 <br />Bituminous Seal Coating Project, and recommended that the Council <br />award the bid to the low bidder, Bituminous Roadways, Inc. <br /> <br />Crichton moved, seconded by Feyereisen, that the Council award the <br />bid for the 1974 Seal Coating Project to Bituminous Roadways, Inc., <br />In the amount of $12,416.00. Motion carried unanimOUSly. <br /> <br />Illegal Sanitary Sewer Connections <br />Engineer' Lund referred the Council to his letter of May 28, 1974, re <br />methods of detecting I I legal connections and proposed corrective <br />measures. <br /> <br />Arden Manor <br />A. Status Report - Engineer Lund referred the Councl I to <br />Status Report No. 10, submitted by Suburban Engineering <br />Company, and Lund's letter of May 28, 1974, re utility <br />construction work at Arden Manor r40bi Ie Home Park. <br /> <br />. <br /> <br />Lund advised that he has requested that copies of the density <br />tests, taken In various locations In the first phase of street <br />construction, be forwarded to him for review. He also ad- <br />vised that arrangements have been made to have the four <br />sewer services uncovered so they can be inspected. <br /> <br />B. House Removal Plans - Mr. Adams presented grading plans and <br />proposed elevations In the area, after three houses are <br />removed; estimating an excavation of about 5' in depth. <br />Adams advised that he proposes to grade the area, after homes <br />are removed, and proposes no new buildings In this area at <br />the present tIme. <br /> <br />Mr. Adams was requested to submit his grading plans to Rice <br />Creek Watershed District for its review, and to submit plans <br />for any future proposed use of this area to the Arden Hills <br />Planning Commission, prior to construction, for Its recom- <br />mendations to the Counci I. Mr. Adams agreed to comply with <br />these requests. <br /> <br />-2- <br />
