<br />. <br /> <br />Minutes of Regular Councl I Meeting <br />Page four <br /> <br />May 28, 1974 <br /> <br />Mr. Peter Seed presented background Information on revenue bond finan- <br />cing and noted the changes he made In the preliminary resolution, <br />asking Council adoption of the resolution, as amended. <br /> <br />Mr. Seed explained that revenue bond finanCing aud listed the follow- <br />Ing advantages to the Village: <br /> <br />I. Retain and strengthen tax base. <br />2. Provide employment. <br />3. Facilitate desirable selective development of community. <br />4. Put communIty In competitive situation with other communi- <br />ties. <br /> <br />. <br /> <br />Mr. RObert DavIs, 4060 Valentine Court, stated that If the Village <br />does not approve this type of fInancIng, he feels the VIllage would be <br />taking a "big step backward". <br /> <br />Mr. R. Sander, Juran and Moody, explained that this type of financing <br />Is now avaIlable to any revenue producing business and Is now available <br />to all communitIes, not just certain special districts and authorities. <br /> <br />After discussion, Olmen, moved, seconded by Feyerelsen, that the Council <br />reconsider the resolution and adopt the preliminary resolution as <br />amended. Motion carried (Olmen, Feyerelsen, Crepeau voting In favor; <br />Crichton, Wingert abstaining). <br /> <br />REPORT OF COUNCILMAN CHARLES CRICHTON - Public Works, Ordinance Review <br /> <br />Bethel College Master .Met!t!:,. <br />Crichton referred the Council to a memo from Henderson, dated May 21, <br />/974, re negotiations with Bethel College re costs of Installation of <br />a master meter. <br /> <br />CrIchton recommended to Councl I that under the circumstances described, <br />the Village not pursue the master meter Installation at Bethel at this <br />time. <br /> <br />Crichton wI il discuss matter with Henderson and PublIc Works Committee. <br /> <br />REPORT OF COUNCILMAN WILL:AM FEYEREISEN _ Parks and Recreation, <br />Human Rights <br /> <br />Summer Program Staff <br />Buckley requested Council approval of the hiring of the following six <br />persons for the 1974 Summer Program Staff: <br />Bruce Nielsen @ $2.00/hr. <br />Jon Finn @ 2.00/hr. <br />Scott Milbrath @ 2.00/hr. <br />Mary Kay Welnhagen @ 2.25/hr. <br />Helen Pervls @ 2.25/hr. <br />Kathy Thomas @ 2.25/hr. <br /> <br />and the two Program Supervisors, Laurie Allen and Cynthia Nelson @ 201t <br />per mile for use of personal cars. <br /> <br />. <br /> <br />After. discussion, Feyerelsen moved, seconded by IVlngert, that the <br />Council approve 151t/mlle for the two program supervisor"s and approve <br />the employment of the Summer Program Staff as listed. Motion carried <br />unanimously. <br /> <br />Crichton moved, seconded by Wingert, that the Councl I approve 151t per <br />mile for all Village employees using personal cars on Village business. <br />Motion carried unanimouSly. <br /> <br />Summer Maintenance Staff <br />BUCkley requested Councl' approval of the hiring of the following <br />persons for summer staff maintenance, under the State Manpower Program <br />@ S2.25/hr., 8 hrs./day, for 10 weeks: <br />Frank Marson <br />Kathryn Plnce <br />Phil Ruppel <br />and reported he will have to find a substitute for the 4th opening be- <br />cause Paul Schmaedeke has found other employment. <br /> <br />-4- <br />
