I '~eetlng Page two March 25, 1974 Seal Coatln~ SReclflcatlons Engineer L4nd submitted Specifications for the 1974 Bituminous Seal Coating Project, and referred the Council to his letter of 3/25/74, estimating the project cost at $15,840, based on anticipated increased materials costs. He estimated that about 63~ of the streets originally selected to be a part of the project could be seal coated, bas~d on the budget figure of $10,000. After discussion, the Councl I authorized Engineer Lund to advertise for bids: adjusting the Specifications to request bids for seal coat- Ing all streets In the original project (approximately 65,400 sq. yds.) and the alternate project (approximately 41,322 sq. yds.). . Coynty: En~lneer - Rice Creek \~atershed Meetl!!.S, Engineer Lund reported on the joint Ramsey County, Rice Creek Water- shed Meeting on March 20, which was also attended by Mayor Crepeau and Bud Johansen (Arden Hills), Ken Simons (Ramsey County Open Space), Roger Short (Rosevl lie) and Ramsey County Engineer and Rice Creek Watershed District personnel. In review of the many drainage areas discussed, Lund reported that Improvement of the Lake Josephine Outlet, In conjunction with the Lam- bros Ditch Project, has been dropped. It was noted that Lake Johanna elevations could reach 880 to 881. It appears that Ramsey County's plan Is to construct sufficient outlet capacity so that storm water storage above elevation 880.0 wll I not be necessary and that a maxi- mum level of approximately 879.5 may be more practical. Lund said the normal water level of Johanna Is approximately 877.5: stating that there Is no way to control high water level with the present outlet. Council queried whether new outlet construction could provide a maxi- mum level of 878.5. Lund submitted flood plain maps he prepared, Indicating Johanna flood levels at 880.0, and requested that the Council review the maps with him at a study meeting, probably prior to the next Council meeting. He also suggested that the maps be reviewed by the Plannlnq Commission for Input to the Council P!'_l.pr to zoning of the flood plain; areas so zoned would be Ilmlted~construet'on and use. The Councl I referred the maps to the Planning Commission and Public Works Committee for their recommendations. to the Council. The Council also scheduled a meeting with Engineer Lund at 7:30 p.m. on Monday, Aprl I 8, prior to the Council Meeting, to discuss the maps. REPORT OF COUNCILMAN CHARLES CRICHTON - Public Works, Ordinance Review McDonald and Associates -.Request re Floral Drive Blacktop Repair Crichton referred the Councl I to recent correspondence from McDonald and Associates, requesting $2700 for blacktop repairs re Floral Drive Project. After discussion, Crichton moved, seconded by Feyerelsen, that the Councl I authorize Attorney Lynden to offer payment of 50% of the total bi II of $3455 to McDonald and Associates, subject to deduction of $100 for each of the two properties where service problems occurred this -2-
