I '~eetlng <br />Page two <br /> <br />March 25, 1974 <br /> <br />Seal Coatln~ SReclflcatlons <br />Engineer L4nd submitted Specifications for the 1974 Bituminous Seal <br />Coating Project, and referred the Council to his letter of 3/25/74, <br />estimating the project cost at $15,840, based on anticipated increased <br />materials costs. He estimated that about 63~ of the streets originally <br />selected to be a part of the project could be seal coated, bas~d on <br />the budget figure of $10,000. <br /> <br />After discussion, the Councl I authorized Engineer Lund to advertise <br />for bids: adjusting the Specifications to request bids for seal coat- <br />Ing all streets In the original project (approximately 65,400 sq. yds.) <br />and the alternate project (approximately 41,322 sq. yds.). <br /> <br />. Coynty: En~lneer - Rice Creek \~atershed Meetl!!.S, <br />Engineer Lund reported on the joint Ramsey County, Rice Creek Water- <br />shed Meeting on March 20, which was also attended by Mayor Crepeau <br />and Bud Johansen (Arden Hills), Ken Simons (Ramsey County Open Space), <br />Roger Short (Rosevl lie) and Ramsey County Engineer and Rice Creek <br />Watershed District personnel. <br /> <br />In review of the many drainage areas discussed, Lund reported that <br />Improvement of the Lake Josephine Outlet, In conjunction with the Lam- <br />bros Ditch Project, has been dropped. It was noted that Lake Johanna <br />elevations could reach 880 to 881. It appears that Ramsey County's <br />plan Is to construct sufficient outlet capacity so that storm water <br />storage above elevation 880.0 wll I not be necessary and that a maxi- <br />mum level of approximately 879.5 may be more practical. Lund said <br />the normal water level of Johanna Is approximately 877.5: stating that <br />there Is no way to control high water level with the present outlet. <br />Council queried whether new outlet construction could provide a maxi- <br />mum level of 878.5. <br /> <br />Lund submitted flood plain maps he prepared, Indicating Johanna flood <br />levels at 880.0, and requested that the Council review the maps with <br />him at a study meeting, probably prior to the next Council meeting. He <br />also suggested that the maps be reviewed by the Plannlnq Commission <br />for Input to the Council P!'_l.pr to zoning of the flood plain; areas <br />so zoned would be Ilmlted~construet'on and use. <br /> <br />The Councl I referred the maps to the Planning Commission and Public <br />Works Committee for their recommendations. to the Council.
