Crichton reported that the Public Works <br />Committee will be looking for trouble spots (where translte sewer <br />pIpe has been Installed); It has been used In both home and IndustrIal <br />lines - none has been used for Village mains. <br /> <br />Se~er User Charge <br />Crichton noted that the Metro Sewer Board has approved the Sewer <br />User Charges for Arden Hills. The Council commended Grey Henderson <br />for his presentation of the Village's plan to the Metro Sewer Board. <br /> <br />Lett~r Re ~Icenslnq Violations <br />Crichton read a letter received re licensing violations and resultant <br />penalties; requesting that Information regardIng Village Ordinances <br />be sent to new business places before vIolatIons occur. <br /> <br />The Councl I concurred that it Is Its desire to make al I Industrial <br />and busIness places feel a part of the VI I lage; Councl I and Clerk to <br />explore technIques to establish better public relations. <br /> <br />~EPORT OF COUNCILMAN WILLIAM FEYEREISEN - Parks and Recreation, <br />Human Rights <br /> <br />Ramsey County Open Space Proposed AcquisItions <br />Mr. E. Marlow, Mr. B. Edmonds and Mr. K. Simons, Ramsey County Open <br />Space,-presented plans for proposed acquisitIon of arsenal land when <br />It becomes available. Mr. Simons explained that the two parcels (A- <br />35 acres and C-8 acres) must eventually become part of larger areas, <br />to be usable by Ramsey County Open Space. He explained that parcel A <br />would work with the creek boundary area (Rice Creek being part of a <br />proposed IS-mIle canoe route) and parcel C would be a reasonable ac- <br />quIsition only If It will eventually become part of a larger Marsden <br />Lake open space area. A map was shown on whiCh concept boundaries for <br />these two larger proposed land acquisitIons were Indicated. <br /> <br />In discussion, It was noted that the Marsden Lake boundaries, now <br />proposed, delete some of the green area formerly Indicated as land <br />desirable for open space acquisItion. It was explained that this <br />was done because the western portIon of this area Is determined to be <br />buildable and could (accordIng to Planner Otto Schmid) be developed <br />as a PUD, providIng park area which could be coordinated with the <br />Ramsey County Open Space area. <br /> <br />. <br /> <br />Mr. Edmonds said that, It approval of these boundaries Is obtained. <br />this would be the established Ramsey County Open Space Plan; but he <br />said he would not want to say the plan would not change. <br />Councilman Crichton pointed out that the approved Village Park Plan Is to <br />provide 6 acres of public recreational open space for every 100 residents In <br />the VIllage as a whole and questioned whether the County plan for the arsenal <br />area would exceed this required proportion. Mr. Buckley said that (within <br />the 6 acres standard) I acre of active recreational area must be located with- <br />in t mile of every 100 residents and that this would apply to the arsenal area <br />If portlDns ere residentially zoned. Concern was expressed for the portion <br />of the Village that Is going Into parks. <br />Nr.
