Crichton moved, seconded by Wingert, that the Council concur with the recommendatIon of the Underground Uti Iltles Committee, and Bud Johansen, to approve the Installation of underground telephone cable along the south right-of-way of Highway 96, from Highway 10 to Hamllne Avenue, as requested, with two stipulations: . I. Arden Hills' driveways to Village Hall and Public Works Building be replaced to the approval of Arden Hills. 2. No cut be made Into paved surface of Snelling Avenue. Motion carried unanimOUSly. REPORT OF COUNCILMAN WILLIAM FEYERE1SEN - Parks and Recreation, Human Rights Student Intern Feyerelsen reported that the Parks and Recreation Committee recommends accepting Laurie Allen's proposal to work, under her Senior Intern- ship Program at the U. of M, In the Village Parks and Recreation Department during the summer, helping with program planning, organizing and Implementing the summer recreation program. Playground EqulRm~nt Purchase Fayerelsen moved, seconded by Crichton, that the Council approve the pMrChase of the equipment as listed on 1974 - Park Improvement Recommendations for Park Equipment. Motion carried unanimously. SI\atlnQ Rinks Feyerelsen reported that the rinks are Inoperable and Irreparable because of thawing temperatures and moved. seconded by Wingert, that the Council approves closing the rinks effective 2/25/74. Motion carried unanimOUSly. Salary for Bobble Mischke .,qrl,:;hton moved, seconded by Feyerel san. that the Council approve pay- m~nt of the salary of Bobble Mischke, skating instructor, In the amount of $101.25, as recommended in memo to Councl, dated 2/25/74, from J. Buckley. Motion carried unanimOUSly. Park iicQiJisltion Dr. A. 810mquist, Chairman of Parks and Recreation Real Estate Sub- committee, reported the Sub-committee's desire to proceed with appraisals on one or the other of two approxlma+e I y 25-acre parcel sin the Karth Lake area, for park acquisition. After diSCUSSion, and review of a map on which the Subject properties were outlined, the Council suggested that the SUb-committee proceed with an Informal appraisal of the Amble parcel(sl, If agreeable to the property owner; advising Council of findings on March Iii but not to pursue the other parcel at this time. . . 1i!:!!lan RIQhtsCommlsslon Feyerelsen reported that the Human Rights Commission Is organizing into specialty groups for reports to the Commission, rather than al I working In generalities. It was noted that Mr. North was appoInted as a Human Rights Commission ad hoc member to work on the housing study; apparently Involved In studies other than housing at this time. Feyerelsen to Inquire if this change Is requested, or If a larger Commission is recommended. REPORT OF MAYOR HENRY J. CREPEAU, JR. - General Government, Pv~llc Safety ~.~!y ~i.iy~tme~~Recommendation Crichton reviewed the salary adjustment recommendation, and the salary schsdule \;hich .,as approved as of January 1,1974, suggesting that Chief Sexton prepal"e a "ranking" list for Council consideration, based on criteria used in proposing this request for salary adjustment. -4-
