The matter re method of taxing rai lroads was not discussed. <br /> <br />Surplus Properties In Arsenal GI-ouill <br />Wingert described the size and locatiOn of the two parcels declared <br />"surplus" by G.S.A. Title area "An consisting o{. approximately 36 <br />acres, located In the western upper 1/3 part of the .arsenal, along 1-35W <br />behind tho government houses, a corner of which Is adjacent to Rice <br />Creek; Title "C" was described as consisting of approximately 8 acres <br />adjoining Lexington Avenue, on the east side of the arsenal (a portion <br />of the MarSden marsh areal. <br /> <br />Arden Hills' position on how these parcels could best b~ utilized by <br />the Village was discussed. Dr. A. Blomquist expressed the <br />Parks Committee's desire to acquire these parcels for park purposes, <br />and suggested that possibly a more powerful approach would be a Ramsey <br />County-Arden Hills Joint Powers application approach. <br /> <br />Feyerelsen suggested that low-cost housing In the larger area be a <br />consideration. <br /> <br />The Council referred the matter to the Planning Commission and Planner <br />for recommendations re proposed Village use of these parcels, and to <br />Attorney Lynden to advise on procedure to accomplish acquisition. <br /> <br />REPORT OF COUNCILMAN STAN OLMEN ~ Finance <br /> <br />finance Committee Meetlnq ~.~r~a~y 14. 19~ <br />Olmen reported that the Finance Committee recommends that no action <br />be taken on the Sprlngsted proposel re advance refunding, and asked <br />. Treasurer O'Kelly to explain the basis for this recommendation. <br /> <br />Tre8surer O'Kelly referred to a letter from Mr. A. G Vagstad, First <br />National Bank of St. Paul (2..11-74), in which reasons were outlined <br />indicating that this proposed advance refunding Is not possible for <br />Arden Hills at this time. <br /> <br />After discussion, Treasurer O'Kelly was roquested to relay Information <br />from Vagstad lottarto Sprlngsted (sand copy of letter, if agreeable <br />to Mr. Vagsted) suggesting that while It appears not possible, Spring- <br />sted may wiSh to prepare specific proposal. <br /> <br />-3- <br />
