Background As part of the LMCIT meeting in 2024, Council discussed Strategic Goal setting as a priority. At the April 15, 2024, Special Work Session, Council discussed engaging with a consultant to facilitate this process but decided to submit its individual goals to Staff for future discussion. At the two subsequent meetings, the Council discussed its compiled strategic goals based on categories. Then this agenda topic at the next two work session meetings was bumped to a future Work Session and ultimately ended up falling of the rotation of topics for discussion. Attachments A and B are the work product from that prior discussion. In 2023, the Council considered Ethical Leaders in Action (ELA) but opted not to move forward. The scope of their service was described as an extended work/study session, organized in the form of a local “retreat,” as an effective means of achieving team and strategic development. The original proposal of a two-day session was reduced to a one-day session due to scheduling conflicts. Proposals ranged from $9,000 to $11,000 depending on duration of sessions. Their format was designed to facilitate exercises and discussions aimed at: • Building stronger working relationships among elected and between elected officials and City Staff. • Establishing and documenting shared expectations to guide relationships among elected officials and between elected officials and Staff leadership. • Identifying shared priorities to guide strategic, policy and operational decisions in the coming 1-2 years.
