Page 1 of 2 <br /> <br />AGENDA ITEM – 3B <br /> <br />MEMORANDUM <br /> <br />DATE: April 14, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Jessica Jagoe, City Administrator <br /> <br />SUBJECT: Strategic Planning Discussion <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Council should discuss how to approach future strategic planning. <br /> <br />Background <br /> <br />As part of the LMCIT meeting in 2024, Council discussed Strategic Goal setting as a priority. <br />At the April 15, 2024, Special Work Session, Council discussed engaging with a consultant to <br />facilitate this process but decided to submit its individual goals to Staff for future discussion. At <br />the two subsequent meetings, the Council discussed its compiled strategic goals based on <br />categories. Then this agenda topic at the next two work session meetings was bumped to a future <br />Work Session and ultimately ended up falling of the rotation of topics for discussion. <br />Attachments A and B are the work product from that prior discussion. <br /> <br />In 2023, the Council considered Ethical Leaders in Action (ELA) but opted not to move forward. <br />The scope of their service was described as an extended work/study session, organized in the <br />form of a local “retreat,” as an effective means of achieving team and strategic development. <br />The original proposal of a two-day session was reduced to a one-day session due to scheduling <br />conflicts. Proposals ranged from $9,000 to $11,000 depending on duration of sessions. Their <br />format was designed to facilitate exercises and discussions aimed at: <br /> <br />• Building stronger working relationships among elected and between elected officials and <br />City Staff. <br />• Establishing and documenting shared expectations to guide relationships among elected <br />officials and between elected officials and Staff leadership. <br />• Identifying shared priorities to guide strategic, policy and operational decisions in the <br />coming 1-2 years. <br /> <br />
