At the March 10th Work Session, the City Council again raised the discussion of planning some
type of strategic planning that could be used for future planning and budget purposes. There was
brief discussion regarding conflicts with scheduling the last time, but there was a general desire
to try and coordinate schedules to make this happen in April or May. Staff was directed to look
into potential dates for scheduling a strategic planning session.

After reviewing the previous proposal by ELA, Staff confirmed this route was geared towards
elected officials to build effective working relationships and to formulate shared strategic
priorities and shared norms. With the Council comments of intending to create a tool that could
be used for goal setting, planning, and budgeting purposes, Staff contacted Hue Life as an
alternative option. Their focus is aimed at organizational strategic planning services that is
intended to:

• Develop a 5-year shared vision of success.
• Establish clear goals and objectives for the next 2-3 years.
• Identify Strategic Initiatives for year 1.

From those strategic planning sessions, the City would receive a summary of key findings,
objectives, goals and action plans for implementation steps. Their approach includes initial data
collection, a two-day strategic planning session with Council and Staff, and preparation of a final
report for approx. $10,000-$14,000 (pricing fluctuates based on contracted hours of service
within phases).

Council should review these two approaches to confirm desired outcomes. The 2025 budget
does have $10,000 included for such services. Council is asked to discuss how it wants to
approach strategic goal setting and direct Staff on scheduling.

Budget Impact

$10,000 was budgeted for in 2025 for strategic planning/goal setting, currently there is not a plan
on how to spend those dollars.

Attachment

Attachment A: 2024 Strategic Goals Based on Category
Attachment B: 2024 Council’s Strategic Goals
