ARDEN HILLS CITY COUNCIL - MARCH 31. 1997 11 Council member Hicks inquired if this assessment can be flagged in some manner to provide for re-assessment of this property ifthe property is ever subdivided and developed. Mr. Miller stated the City can administratively flag this lot. Councilmember Hicks stated he would be in support of this motion if the lot was flagged. He stated he is in agreement that this property's front footage be lowered at this time, but would like some method ofre-assessing in the future ifit becomes necessary. Councilmember Malone stated Councilmember Hicks' request could become an amendment to his current motion on the table. Mr. Fritsinger stated the City should have the ability to track any development on this lot. The motion carried unanimously (S-O). Councilmember Malone asked for a discussion on which matters are to be held over to the next Council meeting. Mayor Probst suggested holding over Norma Circle south of Royal Lane until the City Engineers can re-assess this street. He suggested the engineers could possibly combine this project with a future project. MOTION: Malone moved and Keirn seconded a motion to hold over lots 3-10 on Norma Circle with regard to Resolution #97-14, and that these properties be removed from the assessment roll. Councilmember Hicks reminded those present that pulling these properties off the assessment roll is for re-evaluation only. He further stated informational meetings regarding these assessments were held in November of 1996, and no citizens from those properties came forward to protest at that time. He reminded citizens there is a formal process for citizen input. The motion carried unanimously (S-O). MOTION: Malone moved and Keirn seconded a motion to reject the appeals of the following citizens: Kochl4286 James Avenue, Yargici/lS16 Colleen Avenue, Chen/4262 James Avenue, VukelichllS24 Colleen Avenue, Cossackl138S Colleen Avenue, Wigginton/4200 Norma Avenue, Jorgenson/I SOl Colleen Avenue, Boldt/4274 James Avenue, LutzllS03 Colleen Avenue, Wilkes/14S7 Colleen Avenue. Mayor Probst requested clarification that all the properties that are on comer lots who have appealed have been removed from the assessment roll. Councilmember Malone replied these properties all have been removed. Councilmember Aplikowski commented that the City needs to put in curbs and gutters for the protection of the streets, and that this reconstruction is in the City's pavement management plan.
