<br />ARDEN HILLS CITY COUNCIL - MARCH 31. 1997 <br /> <br />9 <br /> <br />. Mr. Olson asked if an amortization schedule for the next eight years would be available for his <br />use. Mr. Terry Post, City Accountant, replied the roll is certified to Ramsey County, and the <br />Ramsey County Property Records Department should be able to provide him with this <br />information. <br /> <br />Mr. Olson stated he would like to ascertain this information before his assessment becomes due, <br />to determine ifhe will pay in installments or one lump sum. Mr. Post requested that Mr. Olson <br />call him at his office and he would try to give him an estimated schedule of payments. <br /> <br />Hamid Ziai-Mehr, 1498 Royal Lane, stated his concern with the fairness of the assessment on <br />corner lots. He stated that a comer lot means more maintenance, less privacy, but higher taxes, <br />and he does not feel this to be just. <br /> <br />Dennis Schumacher, 1375 Indian Oaks Trail, gave a bench handout to Council consisting of a <br />statement by his Realtor which states the amount of the assessment will not be consistent with <br />the added value to his property. <br /> <br />The public hearing was closed at 8:55 p.m., at which time Mayor Probst declared a recess. He <br />requested that all other written objections to assessments be submitted at that time. <br /> <br />. <br /> <br />At 9:26 p.m., Mayor Probst announced the appeals were still being reviewed, and stated some of <br />the more complicated ones, may be held over to the next regular Council meeting. <br /> <br />At 9:32 p.m., Mayor Probst reconvened the meeting. He announced that City Attorney John <br />Miller would give a brief overview of the appeals process. <br /> <br />Mr. Miller began by stating all citizens have a right to submit a written objection at the meeting, <br />and the City Council will respond to all appeals at the meeting. The appeal must be in writing to <br />be able to be appealed to District Court if it is rejected by the City Council. The citizen must <br />serve the Mayor and City Council with notice of court action within thirty (30) days of adoption <br />of the assessment. Within ten days of this service, the appeal must be filed with the Court <br />Administrator. <br /> <br />At 9:35 p.m., Mayor Probst re-opened the public hearing, and stated this public hearing would be <br />continued to the next regular City Council meeting, as there were issues that would not be able to <br />be resolved at the present meeting. <br /> <br />Councilmember Malone requested anyone else that had not yet submitted a written objection to <br />do so. He stated he will make a motion to adopt the roll except for those written objections <br />received at this meeting. <br /> <br />. <br /> <br />Mr. Fritsinger inquired if the motion would be specific with the rates adopted earlier in the <br />meeting. Mr. Miller stated that would be the case. <br />
