<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - JULY 28, 1997 <br /> <br />4 <br /> <br />Mayor Probst inquired if there was an overhead slide available showing the development plan. <br />Mr. Stonehouse provided an overhead view showing the existing access along Fourteenth Street <br />west to the Arden Towers property line, and asked Mr. Ringwald to explain the proposed access. <br />Mr. Ringwald stated the right-of-way extended sixty feet to the southerly property line, and there <br />was a twenty foot easement to the east. <br /> <br />Mayor Probst inquired about the property size and owner of the parcel directly to the south of <br />this area. Mr. Ringwald stated that this area was approximately six acres, and was owned by <br />Naegele. <br /> <br />Mayor Probst requested clarification that this property did not meet the area requirements of the <br />Gateway Business District. Mr. Ringwald stated that was correct. <br /> <br />Mayor Probst inquired if stopping the street at the cul-de-sac would preclude further <br />enhancements in the future. Mr. Ringwald stated it would not. <br /> <br />Mayor Probst inquired regarding the development status of the comer property. Mr. Stonehouse <br />stated the status was unknown at this time. <br /> <br />Councilmember Malone requested clarification that the property directly to the south could not <br />be developed under the current GBD zoning. Mr. Ringwald stated that was correct. <br /> <br />Councilmember Malone requested clarification that this property was owned by Naegele. Mr. <br />Ringwald stated that was correct. <br /> <br />Councilmember Malone inquired what barriers existed to a sixty foot right-of~way. Mr. <br />Ringwald stated there were none, excepting some possible wetland concerns. <br /> <br />Councilmember Malone noted the Arden Towers property had no less access than what was on <br />the original PUD. He stated the City would be willing to give more access if needed for future <br />development purposes. He stated Arden Towers had been contacted numerous times in the past, <br />and had shown no interest in development for many years. He stated if Arden Towers had actual <br />development plans, the City would be willing to provide the necessary access. <br /> <br />Councilmember Malone further stated it was not possible for the City to guarantee uninterrupted <br />utilities during the construction process. He stated that although every precaution would be <br />taken, it cannot be guaranteed to any Arden Hills resident or business during a construction <br />project that their utilities would continue uninterrupted. <br /> <br />Councilmember Keirn noted that taking the existing road north was easier than going east around <br />Round Lake on Old Highway 10. She stated there should be no cause for concern, as the roads <br />would all empty out into the same area. <br /> <br />Councilmember Aplikowski stated that the City was not taking anything away from Arden <br />Towers, and noted their previous unwillingness to discuss these and other issues with the City. <br />
