Ramsey County Discnssion, Jim Tolaas, Arden Manor Mobile Home Park <br /> (continued) <br /> Mr. Tolaas reviewed the plan that was discussed during his last presentation before the Council <br /> and explained revisions being proposed to shift the intersection somewhat to the north. He <br /> addressed their considerations on how to reduce the impact to Round Lake and still bring the Old <br /> Highway 10 connection into the Gateway Business District, yet away from the freeway <br /> intersection. He noted this will also provide a greater separation and allow a higher level of <br /> safety, ML Tolaas noted the location of the mobile home park and advised that it is anticipated <br /> that 17 homes may be impacted with the first plan, He reviewed a second proposal and options <br /> to reduce this impact to II homes by constructing a $250,000 retaining wall along Round Lake. <br /> He explained that Round Lake is heavily contaminated, so the County does not want to encroach <br /> at all into that area, He noted that this may reduce the impact to the mobile home park by six to <br /> seven units or $16,000 to $17,000 per mobile home park pad plus relocation costs to purchase <br /> the unit and relocate the occupants to a functionally equivalent unit, or $15,000 to $20,000 per <br /> unit. ML Tolaas explained that by investing in a $250,000 retaining wall, it will reduce the <br /> impact to eleven displaced families and the need to permanently relocate six or eight which is <br /> almost an equal cost offset <br /> ML Tolaas presented details of the entrance points to the mobile home park and Gateway <br /> Business District and areas of drainage which will be captured by a drainage system prior to <br />. being released into a ponding area, He stated they have approached the State about cost <br /> participation with the freeway interchange but the State has delayed their decision until decisions <br /> are reached about the Highway 96 and Highway 10 intersection. He advised the State had <br /> indicated it may cost up to $60 million to get the freeway interchanges up to capacity. ML <br /> Tolaas explained that the service level of the intersection at Highways 96 and 10 may be reduced <br /> to a service level of "F" so the State suggested a grade separation at Highway 1 0 (a "fly over''), <br /> ML Tolaas stated they looked at cost estimates, grade changes, interchange connections, and <br /> determined that it is not possiblc to provide interchange connections due to the elevations. This <br /> will place a greater impact on I-35W. <br /> Gary Erickson, consulting engineer with BR W, explained that the grades would be impacted <br /> west of the North Heights Luthcran Church entrance, <br /> ML Tolaas explained that with a grade separation, Highway 10 can come in at the same location <br /> and the Highway 10 service road can be eliminated, Also, the section of roadway along the <br /> mobile home park can be shifted south to further minimize impact It also provides the <br /> opportunity to shift the entrance to the east to allow greater separation to the freeway <br /> interchange. ML Tolaas reported the cost estimate is about $1 million for a bridge structure at <br /> Highways 96 and 10, without ramp structures. He noted that the lack of ramp structures will <br /> create an impact. <br /> ML Tolaas pointed out the project boundary and right-of~way lines and area of impact to a <br />. number of rear lots within the mobile home park. He explained how Highway 96 will have to be <br /> changed in elevation to provide more of a flat surface at the intersection, <br />
