In response to Mayor Probst, Mr. Erickson explained that this plan does not identify many of the <br /> intersections. <br /> Mayor Probst inquired regarding the exact location of the roadway connection and commented <br /> on the need to assure developable sites. Mr. Tolaas stated that this is just a draft and the actual <br /> location can be adjusted with Ramsey County still remaining a financial contributor to reconnect <br /> to Round Lake Road, It was noted that the mobile home park intersection will be signalized. <br /> Councilmember Hicks noted the proposal with the overpass will impact a lower number of <br /> mobile home units, Mr. Tolaas concurred and stated some ofthe lots may be redevelopable. Mr, <br /> Erickson agreed and added that other options like retaining walls can also minimize impact <br /> In response to Councilmember Hicks, Mr. Erickson stated the proposed freeway ramps are <br /> totally within the current right-of-way, Mr. Tolaas pointed out properties that are currently under <br /> public ownership and the option of increasing the right-of-way, if needed. <br /> Councilmember Hicks asked if the interchange will allow quicker movement of cars through the <br /> intersection, Mr. Tolaas answered affirmatively, Mr. Erickson advised that 24th Avenue at the <br /> Mall of America is similar to this proposal. <br /> Councilmember Malone stated that while he has many questions, he would like to ask the <br />. audience for their input first <br /> Tom Brunmeier, reviewed traffic routes taken by his employees and their preference to use <br /> Hamline Avenue, He asked if this proposal will increase traffic onto Hamline Avenue, <br /> especially as the GBD is developed. <br /> Mr. Erickson stated they have not forecasted those volumes, but have looked at cars that are <br /> using Highway 10. He explained that the numbers using Hamline Avenue now are not very <br /> large, in the range of 40 in the peak hours, or 10% of the peak hour. <br /> Lynn Francis, Arden Manor Mobile Home Park, stated since she received the first letter it has <br /> been about one year and they just want a decision on the location of the road so they are no <br /> longer in limbo. She explained that they are unable to sell their home right now and they would <br /> like a decision either way. <br /> Mr. Tolaas stated the County must have a completed right-of-way plan approved before they can <br /> proceed with acquisition, He stated they can have a relocation person begin working with these <br /> residents. <br /> Mr. Erickson noted that once an alignment is selected, sufficient construction limits for right-of- <br /> way acquisition can be completed within about one month. Final construction plans would be <br />. six to eight months out <br /> Mr. Tolaas stated the County needs input from the City to determine which alignment to pursue, <br />
