<br /> ARDEN HILLS CITY COUNCIL - NOVEMBER 10. 1997 9 <br />. you can't have them both, He stated the project could have grade separation at Highways 10 and <br /> 96 but then the City needs to determine a different way to serve the Arsenal property. <br /> Councilmember Keirn stated the Council is only looking at this alternative and has not taken the <br /> Arsenal property into account or the option of ramps, etc. to serve the Arsenal property. Mr. <br /> Erickson agreed that they have not taken the next step to consider the Arsenal property. <br /> Mr. Dwayne Stafford, Public Works Superintendent, asked about the options available to the <br /> residents of the Arden Manor Mobile Home Park Mr. Tolaas stated they will work with Mr. <br /> Husnik and explained that "comfort level" is not justification for relocation. However, the <br /> project must remain within their right-of-way area. <br /> Wendy Korum, Arden Manor Mobile Home Park, stated she lives by the entrance and asked if <br /> she will have the option of relocation, She stated she has a two year old daughter and is <br /> concerned about the location of the proposed entrance. She asked if there will be fencing. Mr. <br /> T olaas stated they will look at fencing or security measures, Also, it is possible the entrance can <br /> shift farther east <br /> Mr. Erickson reported that the interchange has gone through the entire MnlDOT review process <br /> and been approved with minor changes, <br />. Mayor Probst stated it appears the State does not want to commit to funding until the grade <br /> separation issue is determined. Mr. Erickson stated this is correct with regard to cost <br /> participation. <br /> Councilmember Malone stated he has always supported grade separation and suggested it be <br /> determined if access can be provided. He took exception to being held "hostage" by MnlDOT to <br /> accept a "fly over," cutting off all access in order to get funding. <br /> Mayor Probst stated it is difficult to understand the impact and access options with a "fly over." <br /> Councilmember Aplikowski asked if a map is available to show these options. She asked if the <br /> City wants access at Highway 10, how does it impact the entrance at the Arden Manor Mobile <br /> Home Park She also asked if there is no access to Highway] 0, how does that impact the traffic <br /> circulation. Councilmember Aplikowski stated that she does not support the grade separation <br /> with no access. <br /> Councilmember Hicks stated that he would like to see the cost estimates presented in writing <br /> indicating participants and what alternatives they inelude, He stated that he would also like to <br /> see planning on the circulation patterns for the TCAAP property and how it relates to the <br /> intersection of Highways 10 and 96. <br /> Mr. Fritsinger inquired regarding the ability of the County to help look at these options as part of <br />. their scope of services for design work, Mr. Tolaas stated they can take a cursory review and <br /> point out potential conflicts but the City will have to address the Arsenal access and traffic <br /> patterns. <br />
