AGENDA ITEM - 3A
'It
-AII)E_N HILLS
MEMORANDUM
DATE: May 12, 2025
TO: Honorable Mayor and City Councilmembers
Jessica Jagoe, City Administrator
FROM: David Swearingen, P.E. Public Works Director / City Engineer
SUBJECT: Karth Lake Watershed — Proposed Modified Pumping Strategy
Budgeted Amount: Actual Amount: Funding Source:
N/A N/A N/A
Council Should Consider
Council should consider the presentation by Karth Lake Improvement District, Renee Marino,
Kent Stennes, Joel Gerich and Rice Creek Watershed District, Matt Kocian.
Background
This presentation is meant to be informative to the City Council of recommendations by the
Karth Lake Improvement District (KLID) Board. Please review Attachment A for the full
background and history of Karth Lake provided by Renee Marino and the KLID Board.
Currently, Public Works deploys the pump on a floatation device when the water is nearing the
"pump -on" elevation of 936-feet. Once the elevation reaches 936-feet, Public Works schedules a
maintenance worker to manually turn the pump on at the controller box located on the top side of
the retaining wall. Per the pumping and maintenance plan, Attachment C, during pumping
operations, lake level readings will be checked daily based on a gage set in the lake near the
pumps. Lake levels will be monitored on a weekly basis otherwise. Realistically, during pumping
operations Public Works will monitor the lake level twice a week and during "pump off' times
will monitor when significant rainfalls are experienced or forecasted or when residents around
Karth Lake notify Public Works. Once the water reaches an elevation of 934-feet, the pump is
turned off manually.
Per the permit, Attachment D, "The operation and maintenance of the permit pumping station
shall be in accordance with the Pumping and Maintenance Plan dated October 16, 2003, at a rate
not to exceed 360 gpm. Changes to the pumping plan, operation elevations or rates of pumps
shall not occur without a revised operation plan submitted to the Department for written
approval."
Pagel of 2
