Discussion
The KLID is proposing that the City modify the pumping operations to have the pump turned on
at an elevation of 935.5-feet and off at an elevation of 935-feet to reduce the bounce effect.
Currently the On/Off elevations are 936/934-feet.
This proposed pumping strategy is beyond the level of service that Public Works can provide
with existing resources.
Through the 2026 PMP Feasibility Study and public engagement, this issue will be identified
within the final report which will be presented to Council scheduled for the June 9th Work
Session. There will be 2 or 3 design alternatives with rough cost estimates for Council to review
and staff will request direction from Council of how to proceed into the design phase with the
overall 2026 PMP at that time.
Budget Impact
There is currently $100,000 budgeted with the 2026 PMP to replace the existing failing timber
retaining wall and stabilize the slope. There is no budget currently for the proposed pumping
modifications.
Attachments
Attachment A — Project Summary by KLID
Attachment B — Project slides
Attachment C — Pumping and Maintenance Plan
Attachment D — DNR Pump Permit
