<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - MARCH 30. 1998 <br /> <br />16 <br /> <br />The motion carried unanimously (4-0). <br /> <br />3. <br /> <br />Case #98-08, City of Arden Hills, 1550 Oak Avenue, Street Vacation (Excess <br />Right-of-Way) and Variance <br /> <br />Mr. Ringwald eXplained that the applicant is requesting approval of a front yard setback variance <br />for an existing garage (20 feet proposed when 40 feet is required) and for the vacation of excess <br />street right-of-way on a single family lot zoned R-l. Mr. Ringwald advised this proposal follows <br />the agreement reached between the City and Mr. Shepley and reported that the Plarming <br />Commission recommends approval of Plarming Case #98-09, the Front Yard Setback Variance at <br />1550 Oak Avenue for the existing garage based on the "Findings - Front Yard Setback Variance <br />(Garage)" contained in the staff report and also to recommend approval of the vacation of the <br />excess right-of-way for Oak Avenue. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Aplikowski seconded a <br />motion to approve Planning Case #98-08, City of Arden Hills, 1550 Oak Avenue, <br />for the existing garage based on the "Findings - Front Yard Setback Variance <br />(Garage)" contained in the staff report and also to recommend approval of the <br />vacation ofthe excess right-of-way for Oak Avenue. The motion carried <br />unanimously (4-0). <br /> <br />4. Case #98-26A, Bethel College, 3900 Bethel Drive, Special Use Permit <br />Amendment <br /> <br />Mr. Ringwald explained that the applicant is requesting approval of an amendment to their <br />Special Use Permit (SUP) for Bethel College by updating the traffic generation numbers for the <br />SUP. He explained when the SUP was approved in March of 1978 it contained conditions <br />relating to the trip generation rate which, over time, has increased through residential <br />neighborhoods. He stated the applicant has gone through extensive traffic testing and modeling <br />and arrived at a trip generation number for a site of this character, type of City, and median <br />income. Mr. Ringwald reported that the Plarming Commission recommends approval of the <br />Special Use Permit Amendment modifying condition #6 to state: "Traffic generated by the <br />normal college use shall not exceed volumes anticipated for low to medium density <br />(approximately 3 to 4,5 dwelling units per acre) residential development of the site (5,670 trips <br />per day)." <br /> <br />Mr. Ringwald noted Exhibit F, handouts from the City Engineer who reviewed the report, and <br />Stanley Consultants who is the Bethel College traffic consultant He noted the City Engineer's <br />conclusion that both Snelling A venue and Highway 10 can sufficiently handle the trip generation <br />number at 5,670 trips per day, <br /> <br />Councilmember Malone commented on the size of this site and the number of trips per day used <br />for residential properties. The City Engineer stated they did look at whether there was a need for <br />a signal at Old Highway 10 but they have determined it is not needed. <br />
