<br />- <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - MARCH 30. 1998 <br /> <br />22 <br /> <br />D. <br /> <br />Upgrading Trail Access Areas <br /> <br />Ms. Cindy Walsh, Parks and Recreation Director, explained she is asking permission to upgrade <br />the trail access areas at Edgewater Avenue, Jerrold Avenue, and Katie Lane. She noted this had <br />been discussed last year. Ms. Walsh reported that along Katie Lane, one of the houses was built <br />up so they recommend the retaining wall be matched. Currently, there is no home on the south <br />side of that trail. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Hicks seconded a motion to <br />approve paving all of the segments since there will be street construction in the <br />area this summer and an expenditure of an additional $6,291.50 from the Park <br />Fund. The motion carried unanimously (4-0). <br /> <br />E. Sanitary Sewer Repairs <br /> <br />Mr. Dwayne Stafford, Public Works Superintendent, explained that the Public Works <br />Department had previously identified areas of the sanitary sewer system where structural failures <br />have occurred. This identification was the result oftelevising approximately 20,000 linear feet <br />of suspect sewer pipe, much of which lays adjacent to wetland areas. He advised that significant <br />damage was found but it was determined to repair only the worst ofthose areas. Mr. Stafford <br />recommended the immediate repair of the worst areas at a cost of approximately $14,500 for <br />engineering fees relating to those repairs. It was noted that staff has budgeted $75,000 for <br />sanitary sewer repair work in 1998. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Aplikowski seconded a <br />motion to approve Wark Order #98-04 for engineering costs relating to necessary <br />repairs to the sanitary sewer system The motion carried unanimously (4-0). <br /> <br />ADMINISTRATOR COMMENTS <br /> <br />Mr. Post requested Council direction with respect to reviewing the cigarette compliance check <br />ordinance issue. <br /> <br />Councilmember Malone recommended the ordinance be written to comply with State Law. <br />Mayor Probst statcd the rates being quoted by North Suburban Tobacco Compliance Project were <br />very inexpensive. Mr. Post stated this is being done in conjunction with Ramsey County. <br /> <br />Consensus was reached to continue with the present policy. <br /> <br />COUNCIL COMMENTS <br /> <br />Mr. Post advised that staff will contact property owners regarding the Council's action on the <br />1998 Street Improvement Project. <br /> <br />Councilmember Hicks suggested the streets for the next street improvement project be identified <br />now so those that would be assessed can be notified. Mr. Ringwald suggested a graphic within <br />the newsletter to identifY the streets and year anticipated for improvement. The Council <br />concurred. <br />
