Mr. Ringwald advised that the National Guard will not allow overhead lines through their site. Councilmember Keirn asked if the City has the ability to say "no" to an overhead line. Councilmember Larson asked if the City knows NSP will replace it with the same capacity line. Mr. Ringwald stated it is staffs understanding that they plan to replace it with exactly the same capacity, but with a new line. Councilmember Aplikowski stated you wouldn't think the City Hall would need that much capacity. Mr. Ringwald explained the capacity is being provided to the distribution center to serve the houses north and east of the arsenal in Shoreview. Mayor Probst asked the Council if they are comfortable with the requested SUP. MOTION: Councilmember Malone moved and Councilmember Keirn seconded a motion to approve Planning Case #98-09, Special Use Permit, for a 15,102 square foot City Hall at the southeast corner of Sunfish Lake on the TCAAP 2.4 acre parcel, subject to the following conditions: . If the City Hall construction precedes the reconstruction of Highway 96, the City will coordinate with Ramsey County for the provision of a temporary median cut; Reorganize the employee parking area to minimize conflicts; The smallest amount of bare ground is exposed for as short a time as feasible; Temporary ground cover, such as mulch, is used and permanent ground cover, such as sod, is established; Methods to prevent erosion and trap sediments are employed; Fill is stabilized to accepted engineering standards, approved by the City Engineer; Approval of the grading, sedimentation, and erosion control plan by the RCWD; Modification of the landscape plan such that the appropriate number of caliper inches has been provided in the 4.5 inch to 5 inch range; Compliance with the Sign Ordinance; and That the entrance way detailing be studied to assure adequate protection for ice and water runoff from the roof.
