<br />ARDEN HILLS CITY COUNCIL - SEPTEMBER 14 1998 <br />, <br /> <br />5 <br /> <br />. <br /> <br />c. <br /> <br />Resolution #98-59, Receiving Preliminary Feasibility Report in tbe Matter of <br />Improvement for a Portion of West Round Lake Road and the West Round Lake <br />Road and Highway 96 Intersection <br /> <br />Mr. Stafford noted that, at the August 10, 1998 meeting, the City Council approved Resolution <br />#98-52 authorizing the City Engineer (BRW) to prepare a preliminary feasibility report and plans <br />and specifications for the improvement of a portion of West Round Lake Road, including the <br />West Round Lake RoadlHighway 96 intersection. This is the segment through what is now the <br />Indykiewicz property, This improvement is necessary due to road conditions and to fulfill the <br />City's obligation to improve the roadway as part of the Gateway Development Agreement. <br /> <br />Total estimated costs for this improvement, which include a new 12 inch water main replacing an <br />existing 8 inch water main, sanitary sewer to handle the property, storm sewer, trail and <br />temporary traffic signals, are $725,040, These costs do not include necessary property <br />acquisition, The initial funding for the project will come from the proceeds of previously issued <br />Tax Increment Financing (TIP) bonds. Ramsey County has indicated that it will reimburse the <br />City for the County's share of the improvement which is estimated to be $337;520, <br /> <br />Should the Council receive the report, the engineer is estimating completion of plans and <br />specifications for Council review at its October 13, 1998 meeting, <br /> <br />. <br /> <br />Mr. Stafford advised that staff recommends the Council adopt Resolution #98-59 receiving the <br />preliminary feasibility report in the matter of improvements for a portion of West Round Lake <br />Road including the West Round Lake Road and Highway 96 intersection, <br /> <br />Mr. Stafford asked City Engineer, Gregory Brown, to review some of the key points. <br /> <br />Mr. Brown displayed a map to provide a brief overview of the proposed improvement. He <br />indicated the road would travel through 2 curves and connect with Highway 96, The road would <br />widen and include double left turn lanes, a right turn lane, and a through lane, There would be a <br />temporary signal light and a storm sewer system would be constructed. <br /> <br />Also proposed are water main improvements, including the 12 inch water main recommended in <br />the 1990 City's water system master plan, Currently there is an 8 inch water main running from <br />14th Street to Highway 96 on Round Lake Road. There are problems with fire flow under certain <br />conditions and, if the lndykiewicz area were to redevelop and the right-of-way were vacated, the <br />existing water main would not be functional from a land use standpoint. Therefore, it is in the <br />City's interest to keep the water main in the public right-of-way, A sanitary stub is proposed to <br />service the future redevelopment of the area, <br /> <br />. <br /> <br />Regarding storm drainage improvements, a pond is proposed in the area southeast of the roadway <br />which will serve the public roadway, (approximately 15 - 20 percent of the service), the parcel, <br />(approximately 20 - 25 percent), Tbe remaining 60 percent would be Highway 96 and associated <br />drainage. Once Highway 96 is designed further and the actual pipe sizes are known, more firm <br />numbers of the City's participation will be available, <br />
