<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN lITLLS CITY COUNCIL - SEPTEJ\1BER 14, 1998 <br /> <br />6 <br /> <br />Council member Larson indicated there were projected costs for the removal of the water main <br />and asked if there was any requirement on the City's part to remove the road bed and ifthere was, <br />were there any cost associations that were not included. <br /> <br />Me. Brown stated he's not aware of this sort of requirement. If it was necessary the project <br />should fall within the 10 percent contingency, He noted the water main could be left in place and <br />abandoned and if it gets in someone's way in the future, they could deal with the removal. <br /> <br />Councilmember Larson asked if there were estimates as far as the through traffic into the mobile <br />home park, He thought it was surprising to see two left turn lanes designated for this traffic, He <br />suggested changing one of the left turn lanes for through traffic, <br /> <br />Me. Brown stated that changing the turn lane could cause conflicts with people turning left and <br />not using their blinker, blocking those behind them who are traveling forward. Having a <br />designated turn lane into the mobile home park would allow traffic to filter through easily, He <br />indicated, as far as number estimates with current development, there is shown to be <br />approximately 550 left turns per hour during peak time and this number is expected to build, <br /> <br />Me. Fritsinger stated this is a long term issue which may not be an immediate need, but should <br />there be additional development or growth of the mobile home park, providing this access would <br />be necessary at that time. <br /> <br />Regarding the water main, Mayor Probst stated there is no reason to believe it's not in good <br />condition and it may be worthwhile leaving it there since it could be used as a future service <br />connection for the site, He indicated the dollar value should be considered, <br /> <br />Mayor Probst referred to the indication of a four foot sidewalk and asked if this was being used as <br />a tiller in the median. <br /> <br />Me. Brown stated that is the current proposal and when the project is completed, the area will be <br />landscaped. <br /> <br />Mayor Probst referred to pages five and six of the report and inquired why the estimated cost to <br />Ramsey County dropped. <br /> <br />Mayor Probst noted that, in the schedule, there is a request to combine both phases I and II of <br />the West Round Lake Road project and asked for additional discussion about the logic of this <br />proposal. He stated there seems to be quite a bit of work to be done and it seems beneficial to <br />have a contractor out as soon as possible. <br /> <br />Mr., Fritsinger stated there are two significant reasons why these are seen as separate projects. <br />Firstly, the first segment is not being pursued under an assessment program, it's being funded <br />solely by TIP funds, The remainder of the construction will be an assessment project so it is <br />important to keep the two separate. The second issue is the timing. The intent is that this first <br />segment would be started yet this year, versus Round Lake Road being a 1999 project. <br />
