<br />ARDEN I-llLLS CITY COUNCIL - SEPTEMBER 14, 1998 <br /> <br />8 <br /> <br />. Mr. Fritsinger agreed. <br /> <br />Councilmember Malone indicated there is a lot of money at stake and he felt the linking of the two <br />phases makes sense, He noted there is no requirement to go through the assessment process <br />before starting the project. He would recommend the idea of a temporary light on a line above the <br />road, and he felt the idea in the summary to expedite the second half ofthe project makes sense. <br /> <br />Councilmember Larson asked what the implications would be if the agreement has not been made <br />by the proposed start date of December 10, 1998, <br /> <br />Mr. Fritsinger stated they have the ability, with the notice given to the property owners, to have <br />access to the site to begin the project. <br /> <br />Councilmember Larson asked Mayor Probst if the choice he is looking at is to delay the project <br />until next spring. <br /> <br />Mayor Probst stated what he is suggesting is to look at combining the two projects and bidding <br />the job out as soon as possible so the contractor will have time to do some work yet this fall. He <br />indicated a concern of the project getting into a frozen condition and the spring thaw causing <br />more problems, <br /> <br />. <br /> <br />Mr. Fritsinger suggested there is an opportunity to go back and review the development <br />agreement and some of the commitments in a more specific manner, to determine what issues <br />would be related to a delay, and could come back at the next meeting and review those issues. <br /> <br />Councilmember Keim asked for confirmation on the percentage of estimated savings of bidding <br />the phases together. <br /> <br />Mr. Brown restated that he estimated a two to five percent cost savings, <br /> <br />Councilmember Keim stated that using 2,5 percent would work out to a savings of approximately <br />500 hours at $35.00 per hour which would more than cover the cost of having a deputy for traffic <br />control. <br /> <br />Mr. Fritsinger stated numbers have been put together with the Ramsey County Sheriff <br />Department regarding the actual cost of traffic control but he does not have the numbers available <br />at this time, <br /> <br />Councilmember Keim stated her point was that the 2.5 percent would mean an overall savings of <br />approximately $17,000 and she feels this will more thanjustiJY the cost for a deputy, <br /> <br />. <br /> <br />Mayor Probst suggested proceeding as recommended and to come back at a Worksession to take <br />action on the plans and specifications and noted the Council does not have to make a final <br />decision now. He restated his concern for having to leave the project over the winter and having <br />a large mess in the spring, He felt the issue of the first phase not being under an assessment <br />program should not be a deterrent and they should be able to track the costs of the two separate <br />phases. <br />
