<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - SEPTEMBER 14 1998 <br />, <br /> <br />7 <br /> <br />He indicated, based on where the project is with the design issues on the rest of Round Lake <br />Road, he is unclear if the projects can be piggy backed at this time, <br /> <br />Councilmember Malone asked, due to the concern in timing, if a traffic signal could be purchased <br />to hang above the road. <br /> <br />Mr. Fritsinger stated he doubted MNDOT would allow signals that close to the I-35W ramps, He <br />indicated that the intent in conversations with the developer has been an option to hire an officer <br />during peak hours to control traffic, with the developer paying a certain percentage of those costs. <br /> <br />Mayor Probst asked if the City is obligated to move this year on the first phase of the project. <br /> <br />Mr. Fritsinger stated they just need to deal with traffic control, so if the project is not completed <br />in 1998, the commitment is to have some sort of traffic control officers out on the street during <br />peak times, <br /> <br />Mayor Probst asked how much money would be saved by combining the two phases, <br /> <br />Mr. Brown did not have firm dollar amounts, but estimated the first phase to be approximately a <br />$700,000 project and the other segment will be about twice that amount, totaling perhaps two to <br />three million dollars, including engineering costs. Based on these assumptions, he estimated there <br />could potentially be a two to five percent savings in administrative and inspection costs. <br /> <br />Mayor Probst asked what the likelihood was of being able to accelerate the second phase of the <br />proj ect. <br /> <br />Mr. Brown stated staff intends to have the first feasibility meeting in October and ifthe City <br />wanted to accelerate the project he would recommend having the bid in November or December, <br />but a lot would depend on what happens this winter. <br /> <br />Mayor Probst expressed concerns about a bid letting for the north half ofthe project, which has a <br />low probability of paving before the end of the year, leaving only a temporary road through the <br />winter. <br /> <br />Mr. Fritsinger asked Mr. Brown if the feasibility review will be available in October. <br /> <br />Mr. Brown stated it would, <br /> <br />Mayor Probst clarified that there already is a feasibility study. <br /> <br />Mr. Fritsinger concurred and stated they are discussing the review of the study and the <br />authorization of the plans and specifications which has not been completed, <br /> <br />Mayor Probst voiced a concern that if weather is bad early this year, it would be a worse <br />condition to deal with having to stop halfway through the project than it would be to deal with <br />traffic control over the winter. <br />
