<br /> MINUTES <br />t eITY OF ARDEN HILLS, MINNESOTA <br /> WORKSESSION <br /> MONDAY, SEPTEMBER 21, 1998 <br /> 4:45 P.M. - LAKE JOHANNA VOLUNTEER FIRE DEPARTMENT, STATION NO.1 <br /> 3246 NEW BRIGHTON ROAD, ARDEN HILLS, MN <br /> eALL TO ORDER <br /> Pursuant to due call and notice thereof: Acting Mayor Paul Malone called to order the City <br /> Council Worksession at 4:57 p.m. Present were Councilmembers Beverly Aplikowski, Susan <br /> Keim, and Gregg Larson; City Administrator, Brian Fritsinger; Public Works Director, Dwayne <br /> Stafford; City Accountant, Terrance Post; and Administrative Secretary, Sheila Stowell. <br /> Mayor Probst arrived at 4:55 p.m. <br /> Bethel Park DeveIovment Proposal <br /> City Administrator Fritsinger introduced several maps noting the location of a proposed <br /> park development between Bethel College and the City. Of the two parcels under <br /> consideration for development, one was owned by Bethel College and the other by the <br /> City. Mr. Fritsinger stated that there was potential for park development in this area, and <br />. both the needs of the City and the college could be met through ajoint effort. Mr. <br /> Fritsinger stated that due diligence was being performed by the City and the college at <br /> this time. The City had been reviewing wetland delineations, and the college had been <br /> performing a traffic analysis and soil borings. <br /> Mr. Fritsinger introduced Craig Hjelle, Director of Physical Plant, representing Bethel <br /> College, and Mr. Hjelle further expanded on Mr. Fritsinger's comments regarding the <br /> conversations that had been held with City staff. Mr. Hjelle noted the need to meet <br /> programming needs of both entities; development of a budget and possible sources of <br /> revenue for the proposed project; concerns regarding pedestrian traffic and accessing the <br /> property across the road from Bethel; and maintenance of the site after development. <br /> T t was the consensus of the Council that staff continue conversations regarding this <br /> potential development. After completion of the studies, Council should be updated as to <br /> the feasibility of such a project. If, at that time, the Council deems the project feasible, <br /> the Parks and Recreation Commission should be brought into the picture and pursue <br /> neighborhood involvement to address questions and comments from residents. <br /> MISeELLANEOUS ITEMS <br /> 1369 Forest Lane. Prooertv Uvdate <br />. Mr. Fritsinger updated the Council on the Nixon property located at 1369 Forest Lane. The <br /> Council had, at their August 31, 1998 Council meeting, given an extension to the bench order for <br /> Mr. Nixon, until September 21, 1998, to provide building plans to the City's Building Inspector, <br /> ----------- <br />
